The City of Lake Oswego announces an excellent opportunity within the Building Division. Under the direction of the Building Official, the Plumbing Inspector III will review, inspect, evaluate and approve installations in commercial, industrial and residential structures and premises, and multi-family dwellings, for compliance with the State of Oregon plumbing specialty code. In addition to the state codes, this position must also administer and enforce various municipal codes and ordinances. This position is represented by the Lake Oswego Municipal Employees Association (LOMEA)/ American Federation of State, County and Municipal Employees (AFSCME).


  1. Conduct on-site inspections, checking for conformity with Oregon plumbing codes.
  2. Demonstrate organizational skills when coordinating daily routes with field staff, track progress of phased projects, issue stop work orders and expired permits in accordance with state codes, rules, and statutes. 
  3. Comprehend reasons and intent of codes and can communicate this to our customers. 
  4. Excellent communications skills to explain technical information and expectations to resolve violations, writing clearly with the proper use of grammar, spelling, punctuation. 
  5. Gather and weigh facts against applicable laws, rules and regulations, and making sound conclusions and decisions for best practices and creative problem resolution. 
  6. Understand provisions for alternates in the code and researches new products and methods. 
  7. Support and respect diversity in the workplace and community.
  8. Plan review for new commercial building, Industrial, and multi-family buildings.
  9. Issue letters of correction, abatement and compliance to contractors, and re-inspects construction projects for conformance.
  10. Experience with the permitting process and software to maintain and manage records of inspections and prepare reports via mobile laptop. Experience with Accela and Oregon Inspector App is preferred.
  11. Perform other duties of a similar nature or level.

Successful candidates must have strong knowledge of building construction plans, diagram, documents, calculations and technical specifications related to residential construction and commercial construction. Ideal candidates will have the ability to engage and develop strong working relationships with employees, contractors and designers. A typical way of obtaining the knowledge, skills and abilities outlined above is graduation with a High School diploma or G.E.D and extensive experience in construction, installation or inspection; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 

Licensing and Other Requirements:

Positions in this classification require the ability to possess and maintain a valid driver’s license and ability to meet the City’s driving standards. 

The following certifications and licenses may be required:

Inspector III 

  • Oregon Inspector Certification
  • Equivalent State of Oregon Certifications pertaining to A level plumbing.

Other certifications desirable but not required for the position

  • Commercial Building Inspector Certification issued by the International Code Council
  • Commercial Mechanical Inspector Certification issued by the International Code Council
  • Residential Building Inspector issued by the International Code Council
  • Residential Mechanical Inspector issued by the International Code Council

Duties will occasionally involve working in adverse or inclement weather conditions; exposure to high noise levels; dealing with distraught or difficult individuals; attending meetings or activities outside normal working hours; occasional response to emergency conditions during off-hours; operation of a motor vehicle on public roads. Expectation to comply with safety requirements and promote safe work practices. 

Annual pay range: $80,894 - $103,317

Non-cash compensation includes medical, dental, vision, PERS employee pick up, and VEBA contribution.

Bilingual Pay: Employees who can speak and/or write a language listed in the top five (5) most common languages spoken in the Lake Oswego School District, may be eligible for three percent (3%) bilingual pay.
