About the RoleThe Engineering Specialist is a skilled technical professional responsible for reviewing, approving, organizing, and tracking water and sewer development plans. This role works independently under the leadership of the Engineering Supervisor and uses both technical knowledge and sound judgment to interpret and apply various rules and standards.
Key Responsibilities:Review, approve, and track commercial and residential water and sewer construction plans
Support the Technical Review Committee (TRC) functions for water and sewer infrastructure
- Conduct construction review and as-built plan review for development projects
- Read, interpret, and evaluate engineering drawings, site plans, and associated documentation
- Apply Federal, State, and local regulations and development rules during plan review
- Communicate with engineers, developers, contractors, and internal teams to ensure compliance
- Maintain accurate records and documentation related to plan submittals and approvals
- Support permitting processes related to water and sewer development
- Exercise professional judgment and creative problem-solving in complex or unique design situations
- Strong understanding of water and sewer utility systems
- Skilled in reading and interpreting engineering drawings and site plans
- Detail-oriented with the ability to track multiple ongoing development projects
- Comfortable working independently while supporting a larger engineering team
- Solutions-driven with the ability to apply regulations appropriately
- Organized, dependable, and committed to consistent follow-through
- Strong communication skills for working with internal and external partners
This position provides growth opportunities into Engineering Technician, Engineering Inspector, or other technical and supervisory roles within Water Resources.
Other Position Details- This position is Non-Exempt and subject to overtime provisions under FLSA.
- Work may involve periodic site visits and coordination with field staff.
Qualifications
Minimum Qualifications:

Associate's Degree
- "OR" High School Diploma/GED with 8 years of "directly" related experience in Construction, Utility, and Inspections
- Valid Driver's License
- 4 years of "directly" related experience in Construction, Utility, and Inspections
- Experience with Federal, State, and local laws, rules, and regulations pertaining to water and sewer
Preferred Qualifications:
- Degree in Civil, Environmental, or related Engineering Program from an ABET-accredited College or University
- Experience with plan review
- Formal training and/or experience working with Geographic Information Systems (GIS)
- 3-year practical experience performing design, engineering, or water resources projects.
