The City of Greensboro’s Housing & Neighborhood Development Department is seeking a knowledgeable and mission-driven Supportive Housing Analyst to lead and coordinate emergency housing assistance programs that serve some of Greensboro’s most vulnerable residents. This position plays a critical role in advancing the City’s 10-Year Affordable Housing Plan (HousingGSO), strengthening partnerships, and ensuring the delivery of high-quality supportive housing and homelessness services throughout the community.

About the Role
The Supportive Housing Analyst oversees the implementation and daily operations of emergency housing assistance programs and supportive housing initiatives. This includes managing programs funded by local, state, and federal sources—such as Housing Bond dollars, CDBG, ESG, NHP, and HOPWA—to support affordable housing development and essential services.
Key responsibilities include:
- Managing permanent supportive housing, rental assistance, and related housing stability programs.
- Overseeing and administering the request-for-proposal (RFP) process.
- Conducting policy research and recommending best practices in supportive housing and homelessness response.
- Ensuring compliance with all local, state, and federal regulations.
- Coordinating allocation processes for federal funds (CDBG, ESG, HOPWA).
- Developing and monitoring program budgets for fiscal effectiveness.
- Preparing agenda items for City Council and participating in related meetings.
- Leading grant contract execution, program monitoring, and payment review.
- Developing policies, procedures, and performance evaluation tools to strengthen program outcomes.
- Preparing HUD-related reports, including HOPWA CAPER and contributions to the Consolidated Annual Performance and Evaluation Report (CAPER).
- Producing dashboards and monthly reports to track program performance.
- Responding to public/media inquiries and representing the City at community events.
- Collaborating with internal divisions, state agencies, nonprofit partners, and developers to support supportive housing system improvements.
- Ability to ensure compliance with policies, regulations, and procedures.

Qualifications
What You Bring
Minimum Qualifications
- Bachelor’s Degree with 4-6 years of experience in housing programs, grants administration, or community development.
- “OR” an Associate’s Degree with 6-8 years of experience in housing programs, grants administration, or community development
- Prior experience managing housing programs funded by federal, state, and local sources within the past five (5) years, specifically with any of the following: CDBG, ESG, NHP, and HOPWA.
- Experience developing and managing complex budgets.
- Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).
- Valid Driver’s License.
Preferred Qualifications
- Public speaking experience.
- Experience coordinating projects with partner agencies, vendors, or external stakeholders.
