JOB DESCRIPTION AND WORKER CHARACTERISTICS:
JOB DUTIES in order of importance
ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101.
1. Under limited supervision prepares and processes payroll for all City departments; verifies incoming payroll data; updates all tax tables; updates computerized payroll records; prepares and distributes payroll checks.
2. Works closely with Safety Service Director in the administration of union contracts; assists in monitoring FLSA requirements.
3. Verifies payroll allocations and deductions; audits payroll data of all City departments for accuracy of content and calculations; maintains computerized and manual employee files; maintains employee leave balance; prepares reports for federal and state governments;
4. Gathers, compiles, calculate, prepares, and maintains detailed payroll and employment reports; responsible for monitoring changes in local, state, and federal regulations regarding payroll; maintain municipal compliance with all agencies.
5. Provides administrative support to Auditor and Deputy Auditor; works in conjunction with City departments to ensure efficient service is provided to the employees; maintains detailed records of all employee leave balances; conducts research, compiles data, prepares reports to assist head of organization in making informed decisions.
6. Processes new hires and terminated employees; prepares all onboarding documentation; disseminates language for all union contracts and the Personnel Policy and Procedure Manual.
7. Computes new wage scales; advises department heads of anniversary dates of employees for raises and performance evaluations.
8. Assists in the administration of the City's insurance plans and renewals, including but not limited to, health insurance, dental insurance, vision insurance, life insurance, continuation of health coverage (COBRA), Heath Reimbursement Arrangements (HRAs), Section 125 Plan/Flexible Spending Accounts (FSAs). Will attend, if requested, meetings of the City's insurance consortium.
9. Administrator of the City's Family Medical Leave Act (FMLA) requirements and communicates those FMLA requirements to employees. Reviews all documentation for accuracy and maintains records of leave usage.
10. Maintains personal and professional competence and awareness; attends professional education and training sessions, seminars, and workshops as directed; demonstrates regular and predictable attendance.
11. Maintains required licensures and certifications.
12. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

1. Attends meetings, seminars and training sessions.
2. Performs other duties as required.
Requirements
QUALIFICATIONS:
Any combination of training and work experience which indicates possession of the knowledge, skills, and abilities listed below. An example of an acceptable qualification for this position:
Bachelor's degree in finance, accounting, or business and two (2) years experience in payroll or related field [CPA can substitute for the two (2) years experience]; or Associate's degree in accounting or related field, and three (3) years experience in payroll or related field; or five (5) years experience with the City of Fremont's Auditor's Office. Proficient with computer applications, including Excel and Word, familiar with accounting software, ability to efficiently communicate with outside reporting agencies, the general public, and represent this office in a professional, courteous manner; problem solving capabilities.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Must be bondable, possess a valid driver's license.
