The Department

Role

The role of the Community Development Department is to help Fremont become the sustainable, strategically urban community envisioned in the City's General Plan. Department activities include:

  • Providing professional assistance to developers, contractors, businesses, and homeowners
  • Preserving open space
  • Planning for and assisting with the building of high-quality strategically urban residential and commercial developments
  • Maintaining and increasing the range of housing alternatives for the community

The department includes Planning, Building and Safety, Code Enforcement, Housing, and Environmental Services.

Plan Check Professional Class Specification

Under direction, performs independent building plan examinations concerning structural construction or alteration of industrial, commercial, residential and public assembly structures to determine compliance with applicable codes, laws and regulations; and performs other related work as required.

Class Characteristics

This is an advanced journey level professional classification reporting to the Plan Check / Permit Center Manager. Incumbents perform work in all areas of building plan review including structural calculations that are submitted by architects and contractors for compliance with applicable City Municipal Code, Building Code, Electrical Code, Mechanical Code, Plumbing Code, Green Building Code, Title 24 Disabled Access Standards, and California Energy Standards; performs highly technical plan review including all types of construction and occupancies; performs field inspections as required; uses considerable independent judgment and makes independent decisions in performing daily duties. This classification is distinguished from Plan Checker in that the Plan Check Professional is required to perform structural and seismic analysis requiring a certificate to practice as a registered civil or structural engineer or architect in the State of California.

Essential Functions

  • Examines plans, specifications and calculations on building plans submitted by architects, engineers, contractors and owners for compliance with design, zoning, grading, soil reports, energy and disabled access and general conformity to applicable ordinances, laws and state building standards and codes.
  • Examines plans to determine loading on roofs, walls and floors, size and spacing of beams, rafters and joists, amount and size of reinforcing in concrete members, type of structural connections, and adequacy of design to meet earthquake, wind, material stress and Title 24 requirements.
  • Advises professional engineers, architects, and others concerning code requirements and planning concerns arising in the preliminary design of buildings and structures.
  • Conducts independent analysis when required to evaluate the adequacy and safety of questionable designs.
  • Answers questions and gives instructions to architects, engineers, contractors and owners regarding building requirements, application of various codes and requirements to achieve compliance standards.
  • Makes field inspections as required or assigned.
  • Advises Building staff on structural and other building related problems arising in the field during construction.
  • Assists with the training and supervision of office personnel and plan checking activities.
  • Prepares reports and correspondence pertaining to engineering problems and building code enforcement.
  • Keeps informed of new building construction methods, materials and requirements.

Marginal Functions

  • Provides direction to Building Inspectors and Plans Examiners in the review of less complex building plans.
  • Issues permits after plan review approval.
  • Other duties as assigned.

Minimum Qualifications

Knowledge, Skills and Abilities

Knowledge of: Principles and practices of structural engineering including the strength, properties and uses of materials in building construction; pertinent codes, laws and regulations governing building construction; building construction practices and procedures; plan checking techniques and annotation symbols; and elements of supervision.

Skill in: Reading and interpreting building plans, specifications and codes; examine and correct building plans, calculations and specifications in a rapid, uniform and accurate manner; make structural calculations necessary to determine the adherence of structural plans to code requirements; coordinate the flow of assigned work and follow through in a timely manner; express ideas clearly and concisely both orally and in writing; maintain records and prepare reports; supervise, train and review the work of subordinates or other professionals; and deal tactfully and effectively with those encountered in the course of work.

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

Education/Experience

Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be: graduation from an accredited college with a degree in structural, architectural or civil engineering with desired course work in properties of building materials, engineering mathematics, and stress and force analysis in wood, concrete and steel frame structures; and three years of experience performing structural, architectural, or civil engineering building design, review or inspection work related to building code compliance. A Master's degree in engineering or architecture may substitute for one year of work experience.

Licenses/Certificates/Special Requirements

Positions in this classification require possession of a valid Class C California driver's license by the time of appointment. This classification requires the ability to travel independently within and outside of City limits. Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment.

ICC Certification as a Plans Examiner or equivalent certification from a recognized agency is required within six months of date of hire is required. Failure to obtain or maintain this state-mandated certification will result in termination.

Registration in the State of California as a Civil or Structural Engineer or Architect is required.
