JOB SUMMARY

Under the general direction of the Senior Program Administrator, the Senior Project Manager oversees the planning, implementation, and delivery of the City's capital improvement projects, including transportation infrastructure, building renovations, and park improvements. This position provides comprehensive project management from inception through completion, ensuring projects meet scope, schedule, and budget requirements while maintaining quality and safety standards.

The Senior Project Manager conducts feasibility studies, develops project recommendations, and coordinates with internal departments, contractors, consultants, and community stakeholders. This role collaborates with and supports the City Engineer on transportation and long-range infrastructure planning initiatives, performs policy research and analysis, and supports the City's development plan review process. The position requires independent judgment in managing complex projects and resolving technical and administrative challenges to advance the City's infrastructure goals.

ESSENTIAL JOB FUNCTIONS 

  • Manages capital improvement projects from conception through completion, including developing project scopes, schedules, budgets, and deliverables; monitors project progress and implements corrective actions to ensure on-time and on-budget delivery
  • Provides construction management and oversight for City infrastructure projects; conducts site visits, reviews contractor performance, ensures compliance with specifications and safety standards, and resolves field issues
  • Develops and evaluates project feasibility studies, cost-benefit analyses, and preliminary engineering reports; prepares recommendations for project prioritization and implementation strategies
  • Coordinates project activities with consultants, contractors, utilities, regulatory agencies, and internal departments; facilitates project meetings and maintains comprehensive project documentation
  • Prepares and administers professional service agreements, construction contracts, and change orders; reviews contractor pay applications and ensures compliance with contract terms
  • Manages grant applications and administration for capital projects, including preparing proposals, ensuring compliance with grant requirements, and submitting required reporting
  • Supports transportation and infrastructure planning initiatives in collaboration with the City Engineer; assists in developing long-range capital improvement plans and transportation studies
  • Presents project updates to City Council, boards, commissions, and community groups; facilitates public engagement activities and addresses stakeholder concerns
  • Prepares project reports, briefings, and correspondence for internal and external stakeholders; maintains project records in compliance with City policies
  • Performs other duties as assigned

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS 

Bachelor's Degree in Civil Engineering, Construction Management, Public Administration, Business Administration, Architecture, Urban Planning, or closely related field; AND five (5) years of progressively responsible experience in project management, construction management, or capital improvement program administration, preferably in a municipal or public sector environment; OR an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

KNOWLEDGE, SKILLS AND ABILITIES 

  • Comprehensive knowledge of project management principles, methodologies, and best practices for capital improvement projects
  • Knowledge of construction methods, materials, cost estimating, scheduling, and construction management practices
  • Knowledge of civil engineering principles related to roadway, drainage, utilities, and site development design
  • Knowledge of public procurement processes, competitive bidding procedures, and contract administration
  • Understanding of municipal codes, zoning regulations, development standards, and permitting processes
  • Knowledge of federal, state, and local regulations applicable to public works projects (ADA, environmental, safety)
  • Strong project management skills including planning, scheduling, budgeting, and resource allocation
  • Excellent written and verbal communication skills with ability to prepare clear reports, presentations, and technical documents
  • Proven problem-solving and analytical skills with ability to evaluate complex issues and develop practical solutions
  • Strong organizational skills with ability to manage multiple complex projects simultaneously
  • Ability to read and interpret engineering plans, specifications, and technical documents
  • Ability to conduct cost-benefit analyses and develop project feasibility assessments
  • Ability to build effective working relationships with diverse stakeholder groups including elected officials, staff, contractors, and the public
  • Ability to work independently with minimal supervision while exercising sound judgment
  • Ability to perform field inspections and assess construction progress and quality

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS 

Requires a valid driver’s license. Project Management certification desired.

PHYSICAL DEMANDS

The work requires standing, walking, sitting, lifting up to 40 pounds, carrying, pulling, climbing, balancing, stooping, kneeling, crouching, reaching, handling, speaking, hearing, and seeing.

WORK ENVIRONMENT        

The work is typically performed in an office environment with a moderate amount of noise.
