The City of Billings is seeking a Payroll & Human Resources Technician to perform technical and administrative payroll duties to support accurate and timely processing of the City's payroll.
The Payroll & Human Resources Technician works closely with the Payroll/HR Analyst and Human Resources staff to ensure payroll transactions are compliant, documented, and entered correctly. Will also assist with a variety of general HR functions, including data entry, onboarding support, employee records management, and benefits administration activities.
Salary Range: $26.8600 - $29.5849 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. The salary will be dependent on the applicant's education, experience, and training.
Schedule: Full time.

Essential Duties And Responsibilities
- Prepare, enter, and verify new hire payroll data.
- Handle day-to-day functions such as direct deposit changes, tax changes, and deduction updates.
- Handle post payroll reporting to various departments and agencies.
- Assist in processing adjustments, retroactive pay, wage changes and corrections.
- Respond to employee inquiries related to timesheets, paychecks, direct deposit, and payroll policies.
- Maintain payroll files, digital records, and documentation in accordance with retention schedules.
- Coordinate with departments to resolve payroll discrepancies or missing information.
- Share responsibility for preparation of various reports regarding the City's retirement plan, ACHs, the funds, and balances the account.
- Assist in providing salary and benefit projections for budget purposes.
- Collect, compile, calculate, input, retrieve, and distribute a variety of financial and statistical information.
- Responsible for the full cycle payroll process in the absence of the Payroll/HR Analyst.
- Review payroll submissions for accuracy, completeness, and compliance with City policies, collective bargaining agreements, and state and federal regulations.
- Input and update employee information in the HRIS, including new hires, pay changes, status changes, and benefits.
- Ensure data accuracy between payroll, HRIS, and timekeeping systems.
- Generate standard reports and assist with audits as needed.
- Perform a wide variety of general clerical and technical work for the Human Resources Department.

- Support HR staff with recruitment logistics, scheduling, and posting of job openings.
- Provide customer service to employees regarding HR policies, benefits, and procedures.
- Assist in preparing HR and payroll correspondence, reports, and documentation.
- Help maintain confidential personnel files and digital records.
- Provide backup support to HR staff as needed.
- Assist the Payroll/HR Analyst in ensuring compliance with federal and state payroll laws (FLSA, IRS regulations, wage and hour requirements, etc.).
- Help prepare payroll-related reconciliations, reports, and year-end documents.
- Maintain strict confidentiality regarding personnel and payroll data.
- Perform other duties as assigned.
- High school diploma, or equivalent.
- Minimum of four (4) or more years of combined education & experience, or equivalent in payroll, accounting, Human Resources, or administrative support.
- Must have strong interpersonal skills, and customer service skills.
- Strong attention to detail, accuracy, an organizational skills.
- Must have the ability to operate personal computers and proficiency with Microsoft Office applications, or equivalent.
- Associate's degree in accounting, business, or Human Resources or related field.
- Experience with HRIS, payroll software, and timekeeping systems.
- Experience with city government operations.
