About The Role

The City of Bend is accepting applications for one (1) regular, full-time Water Reclamation Operations Supervisor in the Water Reclamation Division of the Water Services Department. This opportunity is non-represented and FLSA exempt (overtime ineligible). The City may use this job posting to create an eligibility list for future hiring purposes. As the Operations Supervisor at Bend’s Water Reclamation Facility (WRF), you’ll play a key role in ensuring the safe and efficient treatment of wastewater. This position is ideal for someone who values teamwork, thrives on solving complex challenges, and has a genuine interest in water reclamation.

A typical day starts in the facility control room, where you’ll review the previous day’s performance, address alarms, and set priorities with your operations team. From there, you’ll oversee daily processes including biosolids and recycled water production, coordinate maintenance, and ensure compliance with environmental standards. No two days are alike, and the morning communication meeting is essential for keeping operations running smoothly and safely.

This is an exciting time to join the WRF team. In your first year, you’ll be involved in major initiatives such as a facility plan update, permit renewal, and a SCADA system upgrade. Our division is committed to environmental stewardship and aligns with City Council goals to protect natural resources and support sustainable growth.

What You'll Do

  • Review laboratory and process control data daily to ensure regulatory compliance.
  • Monitor and trend processes through SCADA. Troubleshoot and adjust as needed.
  • Identify and prioritize projects on a daily, weekly, and monthly basis.
  • Manage team schedules and approve time off requests.
  • Communicate with team through daily/weekly informational meetings and regularly scheduled one on one (O3) meetings.
  • Support budget oversight and contribute to long-term planning initiatives.
  • Promote safe work environment by engaging with safety committee and ensuring proper PPE is available.
  • Coordinate and deliver public outreach, including facility tours.
  • Manage the Removal from Service (RFS) process in coordination with contractors.
  • Prepare, review and submit monthly, quarterly, and annual reports.

Working knowledge of wastewater treatment processes, including biosolids and recycled water production, is essential. The candidate should understand regulatory compliance requirements and environmental standards related to water reclamation, as well as have familiarity with SCADA systems and facility operations technology. Knowledge of maintenance coordination and troubleshooting within a treatment facility setting will help ensure smooth and efficient operations.

Skills in leading and motivating operational teams to achieve performance and safety goals are critical. The successful candidate will excel at problem-solving and decision-making in dynamic, fast-paced environments. They should be comfortable interpreting data and operational reports to guide process improvements and possess strong relationship-building and communication skills to foster collaboration across teams.

Minimum Qualifications

Education, Experience, Certifications and/or Licenses

  • High School/GED or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • 2 to 3 years’ experience in a similar position and/or performing similar tasks.
  • 2 to 3 years of supervisory experience

Required Licenses & Certifications

  • Oregon Level IV Wastewater Operator Certificate;
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.

Desired Attributes

  • Experience with advanced wastewater treatment systems.
