The City is seeking a skilled and dependable Senior Equipment Operator to join the Streets & Drainage team to support the construction, maintenance, and repair of municipal streets, rights of way, and storm drainage systems through the safe and efficient operation of heavy and specialized equipment.  The ideal candidate brings extensive experience operating heavy equipment, demonstrates a strong commitment to safety and quality workmanship, and the ability to work effectively and collaboratively as part of a team to maintain and improve the City’s infrastructure.  This position contributes directly to ensuring safe roadways, effective drainage, and reliable public infrastructure that supports the daily needs of the community.

Under general supervision of the Streets & Drainage Superintendent, Crew Leader, and/or Director, functions in a lead capacity, and primarily operates medium to heavy duty equipment in the construction, repair, and maintenance of city streets, rights of way, sidewalks, and storm drainage systems.  Performs daily tasks including operating equipment, performing manual labor in various weather conditions, and responding to emergency situations such as flooding and/or storm damage to ensure public roadways, drainage systems, rights of way, and other related infrastructure are safe, functional, and well-maintained.  Employees in this class are distinguished from those of Equipment Operator by the ability to function in a lead capacity and operate more complex, medium to heavy duty equipment as needed.  Provide support in other city department functions, such as the clearing and/or collection of trash/debris/brush, and special events as needed.  Performs related work as directed. 

Salary is Dependent on Qualifications.  Minimum starting salary is $23.28 hourly.

Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills.  This is not a comprehensive listing of all functions and duties performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable accommodation will be made as required.  Essential duties and responsibilities may include, but are not limited to, the following:


  • Operates various types of light to heavy weight equipment in the construction, maintenance, and repair of city streets and drainage.  i.e., asphalt paving machine, striping machine, tractors and shredders, sweepers, rollers, skid steers, dump trucks, water trucks, backhoes, curb machine, grade-all, excavators and motor graders.
  • Performs survey tasks in construction and repair of streets and drainage. i.e., calculating grades, setting slopes, establishing elevations, and measuring location sites.
  • Performs complete demolition of a road/ street to its entirety; primarily using a Motor Grader.  Demo existing asphalt, base and sub-base, relay new base and sub-base to grade level, and lay new asphalt with paving machine.  
  • Performs Seal Coating and Chip Sealing to existing roads/ streets. 
  • Maintains streets and related areas due to striping, potholes, utility cuts and city construction activities.
  • Installs, repairs, and maintains rights of way and drainage systems. i.e., cleaning debris from grates, inlets, culverts; trimming overgrowth, installing/replacing signage, installing/repairing damaged sidewalks. 
  • Assures completion of regularly scheduled vehicle and equipment maintenance and required documented records.  
  • Maintains inventory of parts, materials and supplies that will be utilized in the field.
  • Under guidance of crew leader, and/or superintendent, and/or director, perform traffic control duties; set up, maintain, and remove traffic control devices, warning signs, and caution indicators as required per work site in accordance with safety standards and work zone requirements.
  • Attends periodic safety meetings as required in accordance with department policy.
  • Follows safety procedures and wear appropriate personal protective equipment (PPE).
  • Documents work completed and reports infrastructure issues.
  • Regular and consistent attendance for the assigned work hours, Monday – Friday, 7:00 a.m. to 3:30 p.m., is essential.  Leave scheduled should be managed so as to not interfere with the ability to accomplish tasks, including special projects and assignments with deadlines.
  • Required to remain available for immediate call-in due to any natural or man-made disaster, as directed by the City Manager.  
  • Required to work assigned on-call duty and overtime as needed.
  • Must be available for weekends or night callouts when necessary.

MARGINAL JOB FUNCTIONS:

  • Functions in a lead capacity when directed and/or applicable, providing guidance and assistance to Streets & Drainage Equipment Operators and/or Maintenance Workers.
  • Provides support for other Streets & Drainage Department functions as needed or directed, with a variety of work and use of equipment required in the construction, repair maintenance of city streets, drainage systems, rights of way, signage, and related areas. 
  • Provides assistance to other city department functions (i.e. special events) as needed or directed, with a variety of work and use of equipment.
  • Performs other related work as directed.

High school diploma or GED; supplemented by three (3) to five (5) years previous experience in the field to include the safe and effective operation of a variety of medium to heavy duty equipment; or an equivalent combination of education, training, and experience.  

LICENSES AND CERTIFICATES:

  • Valid Class “B” Commercial Driver License with Air Brakes Endorsement, or the ability to obtain within one (1) year of employment.   
  • Must have and maintain an acceptable driving record throughout employment.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Considerable knowledge of the practices and materials utilized in the construction, maintenance, and restoration and repair of streets and drainage systems.
  • Knowledge to perform survey tasks in construction and repair of streets and drainage. i.e., calculating grades, setting slopes, establishing elevations, and measuring location sites.
  • Knowledge in complete demolition of a road/ street to its entirety; primarily using a Motor Grader.  Demo existing asphalt, base and sub-base.  Additional knowledge of Seal Coating and Chip Sealing existing roads/ streets. 
  • Basic knowledge of addition, subtraction, multiplication, and division, also utilizing principles of geometry in order to establish grades, elevations, and slopes for the daily construction of tasks assigned.
  • Considerable knowledge of the occupational hazards and safety precautions of the work.
  • Knowledge of traffic control and safety regulations.
  • Skill in the safe and effective operation of light to heavy duty equipment and various types of hand-held manual gas, diesel, or electrically powered tools such as push mower, weed eater, chain saw, jackhammer, etc., used in the construction, maintenance, and repair of city streets, roadways, rights of way, sidewalks, and drainage systems.
  • Ability to comprehend, receive, and follow both oral and written instructions.
  • Ability to read, interpret, and retain the understanding of civil drawings, schematics, diagrams, and maps. 
  • Ability to comprehend and retain knowledge of the practices and materials utilized in the installation, maintenance, and restoration and repair of streets and drainage systems. 
  • Ability to comprehend and retain knowledge of the practices and materials utilized in the installation, maintenance, and restoration and repair of streets and drainage systems. 
  • Ability to relay new base and sub-base to grade level and then lay new asphalt with paving machine.
  • Additional knowledge of Seal Coating and Chip Sealing existing roads/streets.
  • Ability to perform survey tasks in construction and repair of streets and drainage. i.e., calculating grades, setting slopes, establishing elevations, and measuring location sites.
  • Ability to establish and maintain effective working relationships with department director, superintendent, crew leaders, fellow personnel, other city departments, outside agencies, citizens, and the public with which position interacts.
  • Ability to work as part of a team.


PHYSICAL REQUIREMENTS 

Include but are not limited to:
  • Some tasks involve frequent walking, standing; some lifting and carrying moderate weight (12-20 pounds); and/or the operation of vehicles, shop, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe/productive operations.
  • Some tasks involve the regular, and at times sustained, performance of heavier tasks such as walking over rough/uneven surfaces, bending, stooping, working in confined spaces, and lifting/carrying heavy (20-50 pounds) items and occasionally heavier (100 pounds ) items. 
  • Some tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.

ENVIRONMENTAL REQUIREMENTS

Include but not limited to:
  • Exposure to adverse environmental conditions such as dirt, rain, poison ivy and oak.
  • Exposure to extreme heat/cold or extreme weather conditions.
  • Exposure to dust or pollen.
  • Some tasks may require exposure to strong odors and/or smoke.
  • Some tasks may require exposure to strong and/or toxic chemicals.

Sensory Requirements

  • Some tasks may require color, sound, depth and/or visual perception and discrimination.
  • Some tasks may require oral communications ability.
