What are the responsibilities and job description for the Streets & Drainage Equipment Operator position at City of Bastrop (TX)?
Under general supervision of the Streets & Drainage Field Superintendent, Crew Leader, and/or Director operates light to medium duty equipment in the construction, repair, and maintenance of city streets, rights of way, sidewalks, and drainage systems. Performs daily tasks including operating equipment, performing manual labor in various weather conditions, and responding to emergency situations such as flooding and/or storm damage to ensure public roadways, drainage systems, rights of way, and other related infrastructure are safe, functional, and well-maintained. Employees in this class are distinguished from those of Senior Equipment Operator by operating less complex, light to medium duty equipment as needed, and. Provides support in other city department functions, such as the clearing and/or collection of trash/debris/brush, and special events as needed. Performs related work as directed.

Essential duties and responsibilities may include, but are not limited to, the following:
- Operates various types of light to medium weight equipment in the construction, maintenance, and repair of city streets and drainage, i.e. striping machine, tractors and shredders, sweepers, rollers, skid steers.
- Assists with demolition of a road/ street to its entirety to include demolition of existing asphalt, base, and sub-base; relay new base and sub-base to grade level and lay new asphalt.
- Assists with Seal Coating and Chip Sealing existing roads/streets.
- Maintains streets and related areas due to striping, potholes, utility cuts and city construction activities.
- Assures completion of regularly scheduled vehicle and equipment maintenance and required documented records.
- Maintains inventory of parts, materials and supplies that will be utilized in the field.
- Under guidance of crew leader, and/or superintendent, and/or director, performs traffic control duties; sets up, maintains, and removes traffic control devices, warning signs, and caution indicators as required per work site in accordance with safety standards and work zone requirements.
- Attends periodic safety meetings as required in accordance with department policy.
- Follows safety procedures and wear appropriate personal protective equipment (PPE).
- Documents work completed and reports infrastructure issues.
- Regular and consistent attendance for the assigned work hours, Monday – Friday, 7:00 a.m. to 3:30 p.m., is essential. Leave scheduled should be managed so as to not interfere with the ability to accomplish tasks, including special projects and assignments with deadlines.
- Required to remain available for immediate call-in due to any natural or man-made disaster, as directed by the City Manager.
- Required to work assigned on-call duty and overtime as needed.
- Must be available for weekends or night callouts when necessary.
MARGINAL JOB FUNCTIONS
- May operate medium to heavy duty equipment and department vehicles as required, provided the employee possesses and maintains a valid Texas driver license as required by law and upon demonstrating essential skill levels for safe and effective operation of equipment, i.e. dump trucks, water trucks, asphalt paving machine, backhoes, curb machine, grade-all, excavators, motor graders.
- Provides support for other Streets & Drainage Department functions as needed or directed, with a variety of work and use of equipment, i.e., maintenance of city drainage systems, rights of way, and related areas to include installation and repair of sidewalks and curbing; install, inspect, repair and/or clean debris/sediment from drainage system grates, inlets and culverts, trim and remove vegetation; install/replace and/or repair signage.
- Provides assistance to other city department functions (i.e. special events) as needed or directed, with a variety of work and use of equipment.
- Performs related work as directed.

High school diploma or GED; supplemented by one (1) year to (3) years previous experience in the field that demonstrates the ability to safely and effectively operate a variety of light to medium duty equipment associated with streets maintenance; or an equivalent combination of education, training, and experience.
Licenses and Certificates
Valid Texas driver license with an acceptable driving record to be maintained throughout employment. Class “B” Commercial Driver License with Air Brakes Endorsement preferred but not required.
Knowledge, Skills, and Abilities
- Considerable knowledge of the practices and materials utilized in the construction, maintenance, and restoration and repair of streets and drainage systems.
- Some knowledge in complete demolition of a road/ street, demolition of existing asphalt, base and sub-base.
- Some knowledge of the relay of new base and sub-base to grade level and then lay new asphalt with paving machine.
- Some knowledge of Seal Coating and Chip Sealing existing roads/ streets.
- Knowledge of addition, subtraction, multiplication, and division, also utilizing principles of geometry in order to establish grades, elevations, and slopes for the daily construction of tasks assigned.
- Considerable knowledge of the occupational hazards and safety precautions of the work.
- Knowledge of traffic control and safety regulations.
- Skill in the safe and effective operation of light to medium duty equipment and various types of hand-held manual, gas, diesel, or electrically powered tools such as push mower, weed eater, chain saw, jackhammer, etc., used in the construction, maintenance, and repair of city streets, roadways, rights of way, sidewalks, and drainage systems.
- Ability to comprehend, receive, and follow both oral and written instructions.
- Ability to read, interpret, and retain the understanding of civil drawings, schematics, diagrams, and maps.
- Ability to comprehend and retain knowledge of the practices and materials utilized in the installation, maintenance, and restoration and repair of streets and drainage systems.

- Some tasks involve the regular, and at times sustained, performance of heavier tasks such as walking over rough/uneven surfaces, bending, stooping, working in confined spaces, and lifting/carrying heavy (20-50 pounds) items and occasionally heavier (100 pounds ) items.
- Some tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.
