Job Purpose/Summary

Performs high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on a Citywide basis. Coordinates and oversees the grant application and management process, including: identification of potential new funding sources, development of funding resources for existing and proposed programs and/or services, writing grants, developing budgets, collaborating on grant applications with various departments and community organization organizations, and processing, monitoring and coordinating required report evaluations on existing grants. Works closely with the City Manager’s office to provide ongoing status updates and reports and works with various department directors to provide technical assistance and advice in matters related to grant administration and management.

Essential Functions

  • Monitors the financial management of grants (e.g. budget preparation, budget adjustments, expenditures, etc.) for the purpose of complying with all program and funding guidelines of awarding organizations.
  • Collaborates with a variety of parties (e.g. City staff, community organizations, etc.) for the purpose of securing funding to maintain and enhance services and/or programs.
  • Coordinates all grant processes (e.g. evaluations, budget, finance, reports, etc.) for the purpose of ensuring compliance with the City and funder guidelines.
  • Develops forms, processes, procedures, and policies for the purpose of implementing a consistent grant application methodology.
  • Develops grant applications and related documents (e.g. required reports, budgets, specific inquiries, etc.) for the purpose of submitting to the appropriate funding agency.
  • Evaluates degree of match between listed grant priority area and system needs for the purpose of matching needs with funding sources.
  • Monitors proposals and funding application requirements (e.g. presentation (number of copies and binding), content, delivery method and labeling, deadlines, eligibility for grant, etc.) for the purpose of utilizing time and resources to maximize successful awarding of grant funds.
  • Participates in meetings, workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
  • Presents concepts, status, and information to a variety of groups (e.g. funding requests, grant applications, identifying underfunded services, etc.) for the purpose of gaining the required approvals, providing progress reports to administration and funding sources and/or advising other staff of potential funding sources.
  • Presents grant workshops for the purpose of increasing department staff skills in obtaining funds.
  • Researches grant opportunities for the purpose of developing additional funding resources for both current and proposed services, programs and administrative operations as well as serving as a clearinghouse for potential grant funding opportunities.

Knowledge of:

  • Principles and practices of public administration and various levels of governmental organization.
  • General principles and practices of providing grant funded services at the municipal level; and processes and procedures for implementing and administering various federal and state grants. 
  • Advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions.
  • Specific competencies required to satisfactorily perform the functions of the job, including: fund accounting, community organizations, public and private agency funding sources.

Ability to:

  • Read, understand, interpret and apply relevant City, County, State and Federal statutes, rules, regulations, ordinances, codes, administrative orders, policies and procedures and other operational guidelines and directives.
  • Assess and prioritize multiple tasks, projects and/or demands.
  • Work within deadlines to complete projects and assignments.
  • Establish and maintain effective working relations with co-workers, staff, vendors, contractors, visitors, the general public and others having business with the City of Banning. 
  • Problem solving to analyze issues and create action plans.
  • Determine eligibility for a variety of grant proposals.
  • Coordinate and participate in the new development of grant applications. 
  • Coordinate and participate in the preparation of grant compliance reports.
  • Comprehend and make inferences from legal and administrative written materials.
  • Analyze and compile information and prepare written and oral reports.
  • Communicate effectively, both orally and in writing. 
  • Work cooperatively and maintain liaison with government officials and agency at the municipal County, State, and Federal levels. 

Minimum Qualifications 

Graduation from an accredited college or university with a writing-intensive major, such as English, journalism, communication or marketing. 

Responsible professional experience equivalent to four (4) years of relevant full-time experience in a public agency.  Municipal experience and supervisory experience is highly desirable.  

Four (4) years of increasingly responsible experience in overseeing and managing grants programs. Experience in grant administration, grant management, grant coordination, obtaining funding for grants projects and programs, and grant writing.

Possession of Grants Professional certification is highly desirable.

Physical and Environmental Working Conditions

While performing the duties of this job, the employee is frequently required to walk, sit, talk, and hear. The employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms. The employee is frequently required to climb, balance, stoop, kneel, crouch, or crawl. 

The employee must regularly lift and/or move up to one hundred (10) pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus
