USE OF INFORMATION OBTAINED IN A BACKGROUND INVESTIGATION

Information obtained from a background investigation will be considered for employment purposes as permitted by federal and state law and in accordance with Chugachmiut’s policy. Information will be reviewed to determine:

• Whether an individual made false statements or material omissions on an application for employment or during an interview;
• Whether an applicant or employee, based on the job duties of the position in question, poses a threat to security and/or employee safety in the workplace; and
• The likelihood of an applicant or employee being successful and productive on the job.

The Perinatal and Early Childhood Specialist provides specialized perinatal mental health and early childhood behavioral health services, including prevention, screening, assessment, consultation, care coordination, education, and early intervention support for pregnant and postpartum individuals, infants, young children, and families who may be affected by perinatal mood and anxiety disorders, prenatal substance exposure, Fetal Alcohol Spectrum Disorders (FASD), Autism Spectrum Disorder (ASD), developmental delays, trauma, behavioral health concerns, and other neurodevelopmental conditions.

The Specialist works within a multidisciplinary team to promote healthy pregnancies, strengthen caregiver-child relationships, support parental and infant mental health, identify developmental concerns as early as possible, and connect families with appropriate medical, behavioral health, developmental, rehabilitation, and community services.

The position emphasizes prevention, early identification, specialized perinatal mental healthcare, family-centered care, culturally responsive practice, trauma-informed care, and early intervention, particularly for families living in rural and Tribal communities.

• Provide culturally responsive and strengths-based education, screening, assessment, consultation, and brief evidence-informed clinical interventions for individuals during pregnancy and the postpartum period, within the Specialist’s professional scope, to promote perinatal mental health, healthy pregnancy, and healthy infant development.

• Support individuals and their partners/families experiencing perinatal mental health concerns and significant perinatal or postpartum stressors, including perinatal mood and anxiety disorders, pregnancy loss, stillbirth, infant loss, birth trauma, NICU experiences, high-risk pregnancy, and other challenges associated with pregnancy, childbirth, and the postpartum period.

• Support early identification and intervention for perinatal mental health concerns through screening, clinical assessment, consultation, evidence-informed interventions, referrals, and coordination with behavioral health, medical, and community-based services, within the Specialist’s scope.

• Support caregivers in understanding the potential effects of trauma, caregiver stress, family disruption, and adverse childhood experiences on caregiver well-being, infant development, and the caregiver-child relationship.

• Provide culturally responsive and nonjudgmental education regarding alcohol and substance use, medications, nutrition, stress, and other factors that may affect pregnancy, infant development, and family well-being, within the Specialist’s scope.

• Provide culturally responsive and strengths-based education, screening, assessment, consultation, and brief evidence-informed clinical interventions to infants, young children, caregivers, and families related to infant development, caregiver-child relationships, attachment, feeding, sleep, infant cues, co-regulation, emotional regulation, and developmental milestones.

• Support caregivers in understanding and responding to their child’s individual developmental needs, including communication, language, play, movement, learning, sensory processing, emotional regulation, social development, and adaptive functioning, as assist families in developing strategies that can be incorporated into everyday routines.

• Conduct and coordinate developmental screening for infants and young children to identify early signs of developmental differences or delays and facilitate referrals for comprehensive developmental or neurodevelopmental evaluation when indicated.

• Support early identification and screening for autism and other neurodevelopmental conditions using appropriate screening procedures and tools within the Specialist’s professional scope, and provide families clear, respectful, strengths-based information regarding screening results and recommended next steps.

• Recognize and monitor developmental concerns that may be associated with prenatal alcohol or other substance exposure, including FASD, and support families in accessing appropriate assessment, intervention, and community-based services.

• Support families while they are awaiting specialty or developmental evaluations, providing education, practical strategies, and connection to appropriate intervention and community resources.

• Collaborate with early intervention programs, medical providers, behavioral health providers, rehabilitation professionals, educators, and other multidisciplinary partners to support coordinated services for infants, young children, and families.

• Collaborate with the Care Coordinator to support referral completion, resource connection, and identification of barriers to accessing recommended services.

• Participate in the development, implementation, and ongoing growth of Chugachmiut’s perinatal and early childhood program.

• Assist in establishing program workflows, referral pathways, screening processes, clinic and community-based services, and coordination procedures.

• Participates in multidisciplinary case consultation and helps integrate perinatal, developmental, family, behavioral health, and social information into coordinated service planning.

• Provide services through clinic-based, community-based, outreach, home-based, and telehealth models as appropriate.

• Participate in outreach to rural communities.

• Participate in community education regarding healthy pregnancy and early childhood development.

• Performs other duties as assigned or required.
