General Purpose of Job
The Financial Analyst provides advanced financial analysis, budgeting, forecasting, and fiscal oversight for multiple contracts, grants, and programs. This role supports organizational financial performance through financial planning and analysis activities, variance analysis, financial reporting, compliance monitoring, and process improvement initiatives. The Financial Analyst partners with internal leadership and external stakeholders to ensure contract compliance, optimal use of funding, and data‑driven financial decision‑making.

Essential Duties And Responsibilities
Children’s Network of Hillsborough’s standard business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is an in-office based position that averages 40 hours per week. Work hours may vary outside of these standard hours, including evenings and weekends, as needed to meet operational demands. All hours worked will be compensated in accordance with the Fair Labor Standards Act (FLSA) and agency policies, including applicable overtime and other compensation requirements.
Travel
Travel within and outside of Hillsborough County is required.
Training
All employees are required to complete fifteen (15) hours of training annually, which may be completed online or in a classroom setting. Employees who hold a credential or license relevant to their position must ensure that all training and continuing education requirements are met to maintain their credential or licensure.
Supervisory Responsibilities

Essential Duties And Responsibilities
- Perform financial analysis of actual results versus budget, forecast, and operating plans; prepare detailed variance analysis and executive level financial reports
- Support annual budget development, multi year forecasting, and financial modeling for contracts, programs, and grants
- Monitor sub contractor fiscal compliance, including review of budgets, expenditure reports, spending plans, and cost allocations in accordance with state and federal regulations
- Provide training, technical assistance, and feedback to subcontractors regarding fiscal templates, reporting requirements, and compliance standards
- Analyze grant and contract financial performance, ensuring adherence to grant funding guidelines, cost principles, and contract terms
- Assist in development of rate studies, cost models, and grant proposals, supporting sustainable funding strategies
- Reconcile, close out, and document financial activity for terminated contracts and grants
- Collaborate cross functionally to design and document end to end financial workflows, strengthening internal controls and maximizing revenue recognition
- Prepare and submit timely contractual fiscal deliverables, reports, and support documentation
- Conduct ad hoc financial analysis, dashboards, and special projects as assigned
- Perform other duties as assigned to support departmental and agency goals, as needed and appropriate to the position.
