Senior Quality Assurance Manager - Nuclear Projects

CEIS | Government is seeking an experienced Senior Quality Assurance Manager to lead site-level quality assurance and quality control activities supporting complex nuclear engineering, procurement, construction, and fabrication projects in Aiken, South Carolina.

Reporting to senior Quality leadership and working closely with site Project leadership, this position is responsible for the implementation, execution, and effectiveness of the overall site and project Quality Assurance Program. The Senior QA Manager will oversee quality activities across multiple projects, provide leadership to Project Quality Managers and Quality Control Managers, and serve as the primary interface with the customer’s quality organization.

This is a senior leadership position requiring extensive nuclear quality experience, strong command of NQA-1 and nuclear regulatory requirements, and the ability to lead QA/QC organizations while maintaining effective relationships with customers, regulators, project leadership, engineering, procurement, construction, and suppliers.

Key Responsibilities

• Lead and coordinate quality assurance and quality control activities across multiple projects at the site.
• Develop, approve, implement, and maintain Site and Project Quality Plans incorporating customer, regulatory, code, and internal requirements.
• Ensure consistent implementation and effectiveness of the ASME NQA-1 Quality Assurance Program across active projects.
• Develop and approve project- and site-specific quality procedures supporting engineering, procurement, fabrication, construction, and installation activities.
• Provide direct leadership and supervision to Project Quality Managers and Quality Control Managers assigned to the site.
• Determine QA/QC staffing requirements and ensure projects are adequately supported by qualified quality personnel.
• Establish training and qualification expectations for QA/QC personnel and ensure appropriate records are maintained.
• Serve as the primary quality interface with customers, regulatory authorities, suppliers, subcontractors, project leadership, and internal organizations.
• Represent the organization during customer, regulatory, and internal quality audits.
• Lead the identification, documentation, evaluation, and resolution of quality issues, nonconformances, and corrective actions.
• Initiate or oversee Non-Conformance Reports (NCRs), Corrective Action Requests (CARs), and associated dispositions and verification activities.
• Monitor the effectiveness and performance of project and site QA programs and provide appropriate reporting to senior leadership.
• Ensure quality activities associated with fabrication, construction, and installation are appropriately planned, implemented, documented, and controlled.
• Coordinate closely with engineering, project management, procurement, fabrication, and construction organizations to ensure quality requirements are integrated throughout project execution.
• Prepare and submit formal responses to customer quality concerns and ensure issues are appropriately resolved.
• Support project execution objectives while maintaining independence and integrity of the Quality organization.
• Manage departmental resources and costs within established budgets.
• Promote a strong nuclear safety and quality culture throughout the site and project organizations.
  
  

Required Qualifications

• Bachelor’s degree in Engineering or a related technical discipline from an accredited institution; an equivalent combination of education, technical training, and directly relevant experience may be considered.
• Minimum 15 years of Quality Assurance experience within the nuclear industry, including experience supporting Engineering, Procurement, Construction, and/or Fabrication projects.
• Minimum 5 years of demonstrated experience managing QA/QC personnel and quality organizations.
• Significant experience developing, implementing, and maintaining formal nuclear Quality Assurance Programs and project-specific Quality Plans.
• Demonstrated experience supporting nuclear construction, fabrication, engineering, or major capital projects.
• Strong knowledge and practical application of:
• ASME NQA-1
• 10 CFR 50 Appendix B
• 10 CFR Part 21
• 10 CFR Part 830
• AWS requirements
• AISC standards
• ACI standards
• Experience managing quality audits, nonconformances, corrective actions, surveillance activities, and quality program performance.
• Demonstrated ability to interface effectively with customers, regulators, suppliers, subcontractors, and senior project leadership.
• Strong leadership, organizational, technical writing, and verbal communication skills.
• Working knowledge of project management and execution principles within complex EPC environments.
• Proficiency with Microsoft Office applications.
• U.S. Citizenship is required due to access requirements associated with nuclear facilities, information, and applicable federal controls.
  

Preferred Qualifications

• ASME NQA-1 Nuclear Lead Auditor Certification.
• Extensive hands-on experience implementing 10 CFR 50 Appendix B and 10 CFR Part 21 requirements.
• Previous quality leadership experience supporting DOE, NNSA, commercial nuclear, nuclear construction, or nuclear facility projects.
• Experience leading quality organizations across multiple concurrent projects.
• Experience interfacing directly with customers and regulatory or jurisdictional authorities.
• Previous responsibility for QA/QC staffing, qualification, training, performance, and departmental budgets.
