Project Quality Assurance Representative - Nuclear Projects

CEIS is seeking an experienced Project Quality Assurance Representative to support an active, large-scale construction project in Aiken, South Carolina. This position will serve as the project-level quality representative, working directly with construction management, field personnel, subcontractors, engineering, and the client to ensure quality requirements are effectively integrated into daily construction activities.

The ideal candidate will bring a strong construction-focused quality background, with particular experience in civil construction, subgrade preparation, foundations, structural concrete, and associated inspection and testing activities. Nuclear construction experience and working knowledge of ASME NQA-1 are high priorities.

This role requires someone who understands that quality must support successful project execution. The Project QA Representative will be expected to identify issues early, collaborate with construction teams to develop compliant solutions, and maintain quality requirements without unnecessarily disrupting field progress. The successful candidate will be technically credible, highly collaborative, comfortable working directly with the client, and capable of operating independently in a fast-paced construction environment.

Key Responsibilities

  • Provide day-to-day Quality Assurance oversight for active construction activities.
  • Serve as the primary project-level QA resource and collaborate closely with project management, construction management, engineering, field supervision, QC personnel, subcontractors, and the client.
  • Support implementation of the project Quality Assurance Program and applicable ASME NQA-1 requirements.
  • Monitor civil construction activities with particular emphasis on subgrade preparation, excavation, foundations, reinforcing steel, formwork, embeds, concrete placement, testing, and acceptance.
  • Verify construction activities are performed in accordance with approved drawings, specifications, procedures, codes, standards, and contractual quality requirements.
  • Perform field surveillance, inspections, and quality assessments throughout construction.
  • Review inspection and testing documentation for completeness, accuracy, traceability, and compliance.
  • Participate in preparatory meetings, pre-installation meetings, construction planning activities, and quality discussions.
  • Identify quality concerns early and work collaboratively with construction personnel to develop practical, compliant resolutions.
  • Initiate, evaluate, track, and support resolution of nonconformances, corrective actions, deficiencies, and other quality issues.
  • Support audits and surveillances of subcontractors, suppliers, construction processes, and project quality activities.
  • Interface directly with the client on project quality matters and communicate technical issues clearly and professionally.
  • Support verification of subcontractor quality performance and compliance with project requirements.
  • Review quality records and turnover documentation to support final project acceptance and closeout.
  • Promote a project culture in which Quality Assurance functions as an integrated partner in construction execution—not an obstacle to progress.
  • Maintain a visible field presence and develop productive working relationships with construction personnel at all levels.

Required Qualifications

  • Significant Quality Assurance/Quality Control experience supporting large-scale construction projects.
  • Strong experience with civil construction, particularly subgrade, foundations, and structural concrete.
  • Experience performing construction inspections, surveillances, audits, and/or quality assessments.
  • Demonstrated ability to interpret construction drawings, specifications, procedures, inspection requirements, and applicable codes and standards.
  • Experience identifying and resolving construction quality issues, nonconformances, and corrective actions.
  • Strong collaboration skills with the ability to work effectively with construction management, craft supervision, engineering, subcontractors, and quality personnel.
  • Demonstrated client-facing experience and ability to represent the project professionally on quality matters.
  • Ability to balance rigorous quality requirements with the practical demands of an active construction project.
  • Strong written and verbal communication skills.
  • Ability to work independently and exercise sound judgment in the field.

Highly Preferred Qualifications

  • Nuclear construction experience.
  • Working knowledge and practical application of ASME NQA-1.
  • Previous experience supporting a federal General Contractor or major federal construction program.
  • Experience with major concrete/foundation contractors or large nuclear construction projects is highly desirable.
  • Experience with 10 CFR 50 Appendix B, 10 CFR Part 21, and/or 10 CFR 830.
  • Experience participating in or supporting client, regulatory, internal, or supplier audits.
  • Experience with large concrete placements, reinforcing steel, embeds, foundations, soils/subgrade testing, and civil inspection documentation.
  • Relevant quality, inspection, welding, concrete, or auditing certifications are a plus.

Education & Experience

A four-year degree in engineering, construction management, quality, or a related technical discipline is preferred. An equivalent combination of education, technical training, certifications, and significant relevant construction quality experience may be considered.
