CEIS | Government is seeking a skilled and detail-driven Project Controls Specialist to provide full-scope schedule and budget baseline support to the Pantex Life Extension Program (LEP) and interface customers. The selected professional will assist in developing, maintaining, and analyzing the Integrated Site Schedule (ISS), as well as support the performance analysis and change control cycle. This role is 100% on-site at the Pantex Plant and requires active participation in a fast-paced, mission-critical nuclear modernization program.

Key Responsibilities
Schedule Baseline Development
- Develop and maintain an integrated baseline schedule that reflects full contractual scope and rolling wave planning updates.
- Ensure all activities are traceable to the WBS, control accounts, work packages, and responsible orgs.
- Build logic-driven sequencing to support critical path and float analysis.
- Resource-load activities for labor, materials, and direct costs to support time-phased budget planning.
- Incorporate schedule margin and risk-based buffers; ensure vertical and horizontal traceability.
- Support integration of subcontractor schedules and margin risk strategies.
- Maintain current working schedule reflecting actual progress and approved changes.
- Support creation and maintenance of a time-phased budget aligned to the ISS.
- Help define Contract Budget Base (CBB), Management Reserve (MR), and Undistributed Budget (UB) elements.
- Validate and reconcile control account/work package scope, schedule, and cost.
- Support work authorization workflows and earned value assignments.
- Conduct budget data quality checks and cost traceability reviews.
- Produce cost reports, staffing plans, and resource allocation views.
- Assist in implementing business rhythm for performance measurement and reporting.
- Support CAM notebook development, configuration control, and documentation management.
- Progress schedules, calculate earned value, and generate internal performance reports and customer deliverables.
- Review Variance Analysis Reports (VARs) and contribute to estimate-at-completion (EAC) development.
- Support baseline change proposal (BCP) development, cost/schedule updates, and work authorization processing.
- Bachelors degree and 5 years of experience supporting DOE/NNSA or DoD project controls, program management, or modernization efforts.
- Demonstrated experience supporting schedule and budget baseline development on complex technical programs.
- Strong understanding of EVMS principles, cost/schedule integration, and critical path analysis.
- Proven ability to lead cross-functional coordination, reporting, and baseline traceability.
- Familiarity with schedule and cost software tools and DOE/NNSA performance frameworks.
- Active DOE Q Clearance required.
- Direct support of DOE/NNSA modernization or LEP programs.
- Proficiency with Primavera P6, Deltek Cobra, or similar scheduling/cost platforms.
- Experience producing CDRL/SDRL contract performance reporting.
- Familiarity with CAM support functions, notebook structuring, and BCP/EAC workflow.
