What are the responsibilities and job description for the Technical Program Manager (GCP) position at capgemini?
Our client is seeking a highly organized, technically sharp Technical Program Manager (TPM) to lead a critical, high-visibility initiative: the onboarding and implementation of Google Cloud (GCP) Foundations for a major, highly sophisticated financial services client in Charlotte.
This is not a traditional status-reporting PM role. Our client is deeply technical, intellectually rigorous, and demands partners who speak their language. You will be responsible for driving the end-to-end delivery of core landing zones, identity access management (IAM), security guards, networking, and governance frameworks.
The ideal candidate possesses a rare blend of deep cloud delivery experience, flawless organizational precision, and exceptional stakeholder management skills. You must be comfortable acting as a peer to client engineering leaders, guiding a highly skilled delivery team, and masterfully balancing client desires with realistic engineering timelines—knowing exactly when and how to firmly but diplomatically push back to ensure project success.
Key Responsibilities:
Program Governance & Execution: Own the overarching delivery roadmap for the GCP Foundations onboarding. Track complex technical dependencies, manage risks, and ensure milestones are met across multiple workstreams (Landing Zones, Security, Identity, Networking).
Technical Client Interfacing: Serve as the primary point of contact for a highly technical client. Facilitate deep-dive technical discussions, translate complex engineering roadmaps into executive-level status, and maintain absolute credibility with client architects and engineers.
Scope Management & Strategic Push-Back: Actively manage scope creep. Leverage your technical understanding to evaluate client requests, identify unrealistic timelines or architectural antipatterns, and confidently negotiate alternative paths forward to keep the project on track.
Team Leadership & Influence: Orchestrate and empower a high-performing team of GCP Architects and Cloud Engineers. Clear blockers, align daily tasks to the broader program strategy, and ensure the team is insulated from shifting client noise.
Stakeholder Management: Align disparate client stakeholders (Security, Compliance, Infrastructure, and Business Units) around a unified cloud foundation blueprint. Elevate project visibility through crisp, data-driven reporting to both company and client executive leadership.
Required Qualifications:
Cloud Program Management Expertise: 7 years of experience managing large-scale, complex IT programs, with at least 3 years specifically dedicated to enterprise cloud migrations or cloud foundation/landing zone rollouts (GCP experience highly preferred; AWS/Azure considered).
Technical Depth: A strong technical background (e.g., former engineer, architect, or deeply technical analyst) with a solid understanding of cloud-native infrastructure, DevSecOps, IaC (Terraform), Kubernetes, and enterprise networking. You must be able to follow and contribute to architecture-level debates.
Exceptional Soft Skills & Diplomacy: Proven track record of managing demanding, highly technical clients. Demonstrated ability to negotiate, handle conflict, and successfully push back on senior client stakeholders without damaging the relationship.
Financial Services Acumen: Prior experience driving technology programs within regulated environments (Insurance) is highly preferred due to the stringent compliance and security requirements of the foundations build.
Flawless Organization: Mastery of Agile/Scrum methodologies, program tracking tools (Jira, Confluence), and dependency mapping in a fast-paced environment.
Location: Must be based in or willing to relocate to Charlotte, NC, with the ability to work on-site at the client office as required.
Preferred Certifications:
PMP (Project Management Professional) or Agile/Scrum certifications (CSM, SAFe).
