The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:

As an Information Technology Specialist II Senior Software Developer, you’ll lead cutting-edge projects in ServiceNow architecture, enterprise software solutions, and automation that power the Lottery’s services. From designing robust workflows to implementing innovative integrations, you’ll be at the forefront of technology that supports the Lottery's mission of providing supplemental funding to California's public schools. This role offers the perfect blend of technical leadership, creative problem-solving, and collaboration with talented professionals across the organization.
Under general direction of the Information Technology Services Division (ITSD) Business Process Automation Services (BPAS), Information Technology Manager I, the Senior Software Developer works in support of the California State Lottery’s (Lottery) BPAS Unit. This includes the planning, development, implementation, maintenance, and support activities for the Lottery’s enterprise information technology (IT) operations and software systems to meet critical business objectives. The duties for this position are focused in the Client Services, Software Engineering, IT Project Management, and System Engineering domains; however, work may be assigned in other domains as needed.

Working Conditions
Schedule: This position supports the Lottery during normal business hours from 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
Travel: Statewide overnight travel may be required.
Other: This position is required to carry a Lottery issued cell phone. This position is required to be reachable outside of normal business hours.
Desirable Qualifications
- Extensive experience in Information Technology Service Management (ITSM) tool/platform Development
- Extensive experience in Information Technology Service Management (ITSM) tool/platform Administration
- Current Information Technology Infrastructure Library (ITIL) and service management platform certification holder
- Knowledge of Information Technology Service Management (ITSM) practices
- Proficient in scripting languages and experience with web services, API integrations, and data imports/exports
- Strong communication, analytical, organizational, and interpersonal skills
- Experience developing quality documentation that clearly articulates solutions
- Experience providing information technology consultation in support of business programs including creation and analysis of business requirements, processes, procedures, standards and guidelines
- Ability to research and find answers to complex technical issues and exercise a high degree of initiative and independence
- Ability to manage Information Technology Service Management (ITSM) tool/platform projects as well as mentoring junior staff
