The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under the general direction of the Information Technology Services Division (ITSD), Data Analytics & Reporting Services (DARS) Information Technology (IT) Manager I, the Business Intelligence Architect is responsible for designing, directing, and implementing changes to the California State Lottery’s (Lottery) Business Intelligence Business Analytics (BIBA) platform, including systems such as Sales Wizard. Performance Wizard, 2nd Chance, Microsoft Azure, and other third-party platforms. The Business Intelligence Architect will support core organizational functions, assure integrity, availability, and meet security needs of transporting and storing data. The Business Intelligence Architect must possess strong team leadership skills, excellent written and verbal communication skills. The duties for this position are focused on the Software Engineering and System Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.”

Working Conditions
The Gaming Vendor Operations Analyst will work in a fast-paced environment, with competing priorities, and critical deliverables.
- Schedule: This position supports the Lottery during normal business hours of 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position is also required to carry a Lottery issued cell phone. This position is required to be reachable outside of normal business hours.
Desirable Qualifications
- Experience designing and implementing scalable data architectures, including data lakes, data warehouses, and real-time data pipelines using tools such as Azure Synapse Analytics, Azure, Azure Data Factory, Azure Analysis Services, Azure Data Lake, Power BI and Power BI Symantec Models and equivalent technologies.
- Strong hands-on experience with Business Intelligence platforms such as Power BI Symantec Data Models, Azure Synapse Analytics, OLAP/SSAS, and reporting tools, including the ability to develop complex dashboards and data visualizations.
- Ability to build and manage robust ETL/ELT pipelines using Azure Syapse Piplines, SSIS, Python, and SQL to support data ingestion, transformation, and integration across multiple systems.
- Ability to analyze complex data systems, identify inefficiencies, and propose innovative solutions that align with business goals and improve operational efficiency.
- Familiarity with data governance frameworks, metadata management, and data quality assurance practices to ensure integrity and compliance across enterprise data assets.
- Excellent written and verbal communication skills to convey technical concepts clearly to both technical and non-technical stakeholders, and to collaborate effectively across IT and business units.
- Hands-on experience with cloud-native data services and architecture patterns, particularly within Microsoft Azure and Power BI Symantec Data Model environments.

Salary : $8,625 - $11,557
