The California Lottery is a multi-billion-dollar enterprise headquartered in Sacramento. It is one of the few state agencies that is a revenue generator, not accepting taxpayer dollars from the state’s general fund. Our mission is to provide supplemental funding to California schools while simultaneously supporting local communities. Ninety-five cents of every dollar spent by players goes back to local communities in the form of contributions to public schools and colleges, prizes and retailer compensation.
In fiscal year 2023-24, the California Lottery provided over $2 billion in supplemental funding for California public schools, bringing the total contributions to more than $46 billion since we began in 1985. Lottery products are sold at more than 23,000 retail locations throughout the state. Product offerings include an average of 52 fun and entertaining Scratchers games and several draw games such as Powerball, Mega Millions, and SuperLotto Plus and daily games such as Fantasy 5 and Hot Spot.
Job Description and Duties:
Under the direction of the Information Technology Services Division (ITSD) Gaming Vendor Management (GVM) Information Technology (IT) Supervisor II, the Gaming Vendor Operations Analyst (Analyst) is responsible for a wide variety of complex analytical and technical activities necessary to manage the California State Lottery's (Lottery) multi-billion-dollar gaming system contracts. This position supports GVM operations by providing operational oversight and coordination for the Lottery’s gaming system vendors and technology services. The Analyst is responsible for the intake, triage and monitoring of service requests, incidents, problems and change requests affecting enterprise gaming systems. The Analyst assesses business impact, prioritizes issues, and escalates critical incidents to appropriate vendor and internal support teams to ensure timely resolution and minimal disruption to Lottery operations. This position collaborates with Lottery business units, IT staff, and vendor partners to coordinate troubleshooting activities, monitor service delivery, and review operational data to support proactive identification of issues and risks. The Analyst also supports vendor performance monitoring and contract administration activities by reviewing deliverables, assisting with vendor compliance and financial and service level oversight. The duties for this position are focused in the Business Technology Management, IT Project Management and System Engineering domains; however, work may be assigned in other domains as needed.

This position is headquartered at the Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.”

Working Conditions
The Gaming Vendor Operations Analyst will work in a fast-paced environment, with competing priorities, and critical deliverables.
- Schedule: This position supports the Lottery during normal business hours of 8:00 a.m. to 5:00 p.m. unless otherwise approved by the unit manager. Weekends, long and/or irregular hours, after-hours work, and holiday work may be required.
- Travel: Statewide overnight travel may be required.
- Other: This position is also required to carry a Lottery issued cell phone. This position is required to be reachable outside of normal business hours.

- Knowledge and experience in vendor management and incident ticket triage.
- Excellent analytical and problem-solving skills.
- Knowledge of, or ability to quickly learn, vendor management and contract management principles, including monitoring vendor performance and supporting contract compliance activities.
