Under the direction of the Interagency Recovery Coordination Branch Chief, the Analyst II, performs complex analytical tasks relating to the provision of federal and state programs within the Cal OES Recovery Operations Directorate. Provides administrative and analytical support to the Engineers & Specialists team and administers the nationwide Safety Assessment Program as the SAP Training Administrator. These duties include scheduling and quality control of SAP training events, maintaining the SAP database, coordinating with CSTI for the eLearning SAP refresher training course, verifying requirement for applicants, coordinating SAP deployments via the State Operations Center (SOC), and maintaining lists of active SAP members across the nation.
Works under strict regulatory and administrative deadlines and acts with independence to maintain a routine workload and respond to short term special projects and priority assignments. Formulates policies, procedures, and makes recommendations on program related issues and advises management on potential program alternatives and impacts. May also serve as a project coordinator or in a lead capacity over Analyst I's and program support staff.
Must be able to logically and creatively analyze and resolve governmental/administrative problems of an average complexity using various tools and program applications; gather and analyze data to develop and evaluate alternatives for a variety of program related areas; make recommendations to management on those alternatives; communicate effectively orally and in writing, and function in an environment with demanding and changing priorities. Works independently while maintaining a standard workload and responding to frequent short-term tasks.

This position is located in the Interagency Recovery Coordination Branch Unit in Mather, CA.
Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Recovery Directorate is responsible for managing disaster recovery and providing assistance to local governments, special districts, certain nonprofit organizations, individuals, businesses and agricultural communities impacted by disasters. The Recovery Directorate ensures state and federal support are provided in an efficient and timely manner throughout the recovery process.
The Recovery Directorate is comprised of three sections — Recovery Operations, Hazard Mitigation, and Interagency Recovery Coordination. Recovery personnel are responsible for assisting in the management of statewide disaster recovery efforts, as well as assisting agricultural communities, businesses, certain nonprofit organizations, individuals, local governments and special districts impacted by disasters.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

- Experience managing and maintaining program databases and tracking tools using applications such as Excel, Smartsheet, ArcGIS, Veoci (CalSAFE), or similar systems.
- Strong analytical skills, including the ability to evaluate data for accuracy, completeness, and relevance, and develop sound recommendations for management.
- Experience coordinating large or statewide program activities, including training administration, stakeholder communication, and verification of participant requirements.
- Ability to prepare clear, concise written products such as reports, correspondence, and policy or program recommendations.
- Strong verbal communication and presentation skills, with experience conveying technical or complex information to diverse audiences.
- Demonstrated ability to work independently while managing competing deadlines, short turnaround requests, and shifting priorities.
- Experience conducting research to support policy development, technical standards, or operational planning.
- Experience collaborating with internal and external partners such as engineers, local jurisdictions, consultants, and state/federal agencies.
- Ability to develop training materials, review staff work products, and provide technical guidance to analysts or program support staff.
- Skill in organizing, validating, and structuring data to support planning, reporting, and decision making processes.
- Strong interpersonal and customer service skills, including timely follow through and responsiveness to stakeholder needs.
