Join us in the Cal OES Disaster Planning Unit and help strengthen California state government preparedness by ensuring plans, partnerships, and continuity capabilities are current, actionable, and effective. This Emergency Services Coordinator (ESC) plays a key role in statewide Continuity Planning, helping Cal OES and other state organizations perform essential functions without disruption. You'll drive complex planning and preparedness work that reduces risk for communities, supports operational readiness, and improves how California manages emergencies before, during, and after an incident.
In this role, you will:
Develop, update, and maintain specialized emergency management plans, guidance, and systems for statewide operations and programs. Serve as a liaison between Cal OES and emergency management partners including local, state, federal, Tribal Nations, private sector, and nongovernmental organizations, to support coordination and problem-solving. Lead or coordinate difficult and complex emergency management projects, including recommending policy and program improvements and selecting methodologies for implementation.
Support the Cal OES Continuity Program and Planning efforts including:

Working Conditions
Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Cal OES provides training to enhance the understanding of emergency and incident management to all employees.
The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.
In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

- Review and evaluate annual continuity checklists submitted by executive branch agencies and departments to help strengthen statewide readiness.
- Provide knowledgeable technical assistance to agencies as they develop or update continuity plans.
- Capture key program outcomes-including goals, achievements, gaps, and challenges.
