The Incident Management Assistance Team (IMAT) is a rapidly deployable response unit that supports local emergency managers and coordinates state support during major disasters. As the Safety Officer, you will be responsible for developing safety plans, providing safety briefings, mitigating workplace safety hazards, responding to safety incidents, and preparing incident reports. When not deployed, you will participate in trainings and exercises, build relationships with partner agencies, and provide safety leadership to other agency operations. This role requires you to be able to deploy within two hours of notice to remote locations for extended periods.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Headquarter Response Operations manages the systems, alerts, training, products, documentation and support for the state operation center. Our goal is to ensure response teams and liaisons are equipped with the right tools to successfully support disaster response coordination across the regions and state.

The current State Operations Center (SOC) at the California Governor’s Office of Emergency Services has been a model for local governments, the private sector and non-profit organizations since it was built in 2001.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience leading or supporting emergency management, public safety, military, public health, or humanitarian response operations.
  • Credentialling or qualification as a Safety Officer under the California Emergency Operations Center Position Credentialling Program, National Qualification System, California Incident Command Certification System, or comparable system.
  • Experience serving in a Safety Officer capacity in the Incident Command System (ICS).
  • Experience performing occupational health and safety functions, including safety plan development, mitigation of safety hazards, accident investigation, and report writing.
  • Experience communicating with groups of diverse backgrounds and disciplines.
  • Knowledge of the purpose, organizational activities, and basic legislation of the California Governor’s Office of Emergency Services (Cal OES), including the Emergency Services Act and California Disaster Assistance Act, implementing regulations, and the mission and core values of Cal OES.
  • Ability to establish productive working relationships with employees, executive leadership, and state, federal, Tribal, and local governmental entities, community-based organizations, private sector partners, and additional stakeholders to achieve departmental goals and objectives.
  • Flexibility and adaptation to perform under pressure and prioritize workload, while focused on mission-critical deadlines.
  • Possess excellent written and oral communication skills, with the ability to present information and express ideas in a clear, confident, and respectful manner.
  • Strong organizational skills with the ability to manage multiple projects effectively.
