The California State Warning Center (CSWC) is responsible for Alert, Warning and Notification of Local Government, State Government Agency and Departments, and Federal Government entities of on-going or potential man-made or natural disasters. The branch is also responsible for providing ongoing 24-hour situational awareness and analysis of events, and providing recommendations of courses of action to Cal OES leadership in accordance with current policies and plans.

Under the general direction of the Program Manager II, the Program Manager I (Night and Weekend Manager) serves as the designated on-site supervisor for CSWC operations during evening, night, and weekend hours. This position exists to ensure continuous first-line management presence on the watchfloor when daytime managers are not on duty. The incumbent directly supervises watchstanders, ensures adherence to standard operating procedures, maintains quality control of all CSWC products and notifications. This work schedule may change based on future staffing actions.

The Program Manager I is responsible for maintaining watchfloor readiness, managing the CSWC response to incidents and events, and ensuring timely and effective action on resource requests, incident alerts, notifications, and EDO decision-support products. The incumbent oversees shift turnover, monitors staff performance and accountability, and coordinates with the Duty Manager rotation and daytime management to ensure continuity of operations. Additionally, the Program Manager I supports training and professional development of assigned staff and assists the Program Manager II with program objectives for the branch.

Working Conditions

In Office: This position supports and manages the day-to-day business operations for Cal OES which is handled in an office location. This is not considered a hybrid telework position.

DMV Pull Program: Participation in the DMV Pull Program is required. The position(s) require(s) a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Response Directorate leads the State’s incident response efforts and maintains emergency management situational awareness during an incident. Responding to a disaster means addressing the short-term, direct effects of an incident or threat. Response includes immediate actions to save lives, protect property, and meet basic human needs.

The Cal OES Response Operations addresses all types of threats and hazards, ranging from accidents, technological hazards, natural disasters, human-caused incidents, pre-planned events, proactive preparedness measures, and mutual aid coordination.

The Response Operations reinforces local responses to incident areas by coordinating state-level government, private sector, and nongovernmental roles in support of local governments and other entities. Responses are conducted in accordance with the Standardized Emergency Management System (SEMS).

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Operational Experience And Watchstanding

  • Experience working in a State Warning Center, Emergency Operations Center (EOC), watch center, dispatch center, or similar 24/7 incident coordination environment.
  • Ability to serve as the on-site supervisory authority during periods of limited or no management presence, including nights, weekends, and holidays.
  • Experience with Watchstanding operations, shift turnover procedures, and maintaining continuity of operations across shift changes.
  • Ability to analyze rapidly evolving situations and synthesize information into actionable recommendations for decision-makers.
  • Experience processing, tracking, and managing resource requests, mission tasks, or equivalent operational workflows in a multi-agency coordination environment.
  • Experience maintaining operational logs, incident documentation, notification records, and shift reports with a high degree of accuracy and accountability.

Leadership, Supervision, and Staff Development

  • Ability to lead and supervise a team in high-stress, time-sensitive operational environments requiring sustained vigilance and independent judgment.
  • Knowledge of the principles and practices of effective leadership, employee supervision, performance management, and progressive discipline.
  • Ability to develop staff proficiency through on-shift training, coaching, mentoring, and structured development programs.
  • Ability to create and sustain a collaborative team environment and to foster personal and team resilience and well-being in a high-stress operational setting.
  • Ability to monitor staff performance, attendance, and conduct during assigned shifts, and to document and address issues in accordance with Cal OES personnel policies, CalHR, and State Personnel Board laws, rules, and regulations.

Communication and Coordination

  • Ability to communicate effectively, both orally and in writing, with discretion, clarity, and professionalism to individuals at all organizational levels, including executive leadership, duty officers, interagency partners, and field personnel.
  • Ability to establish and maintain collaborative working relationships with internal and external stakeholders, including state emergency response agencies, federal partners, local government, and the private sector.
  • Ability to maintain a high degree of confidentiality when handling sensitive operational, personnel, or law enforcement information.

Technical Proficiency and Systems Knowledge

  • Proficiency with emergency management software, communication systems, and monitoring platforms. Experience with technology such as emergency management systems, mass notification platforms, media monitoring tools, seismic/weather monitoring systems, GIS tools, satellite and mobile radio communications, and alert and warning platforms.
  • Ability to direct staff in the development, review, and quality control of program-related documentation, including operational products, standard operating procedures, incident reports, and notification content.

Emergency Management Knowledge

  • Knowledge of state disaster preparedness, response, and recovery protocols and procedures, the state’s disaster response structure and governance, and the roles and responsibilities of key agencies in the state’s disaster response framework.
  • Knowledge of the Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and the Incident Command System (ICS).
  • Willingness and ability to respond to activations and support extended operations during emergencies, including deployment to the State Operations Center (SOC), or field locations.

Schedule and Availability

  • Willingness and ability to work a non-traditional, fixed schedule consisting of weeknight evening/night shifts and weekend evening shifts as the designated Night and Weekend Manager.
  • Capacity to perform at a high level during overnight and weekend hours while consistently meeting operational standards and deadlines.
