Job Summary
The Incident Support Team Legislative Analyst supports the Incident Command System (ICS) structure, which is utilized to respond to emergencies and disasters within California. Under the direction of the Legislative Coordinator, and the SOC Director during activations, this position serves as the point of contact for legislative requests and information sharing with a variety of legislative stakeholders.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Job Summary
The Incident Support Team Legislative Analyst supports the Incident Command System (ICS) structure, which is utilized to respond to emergencies and disasters within California. Under the direction of the Legislative Coordinator, and the SOC Director during activations, this position serves as the point of contact for legislative requests and information sharing with a variety of legislative stakeholders.
Essential Functions include:
- Coordinates briefing calls with the Legislature and Congressional, local/regional government, and other external stakeholders.
- Works with Incident Support Team (IST) and Operational Readiness Team (ORT) staff to coordinate the completion of hot washes upon the conclusion of activations and after-action reports during and after disasters, as necessary
- Applies working knowledge of disaster response operations and lessons learned identified in hot washes and after-action reports to propose procedure revisions that enhance operational efficiencies, readiness, and effectiveness.
- Coordinates with the Legislative Affairs Unit. Supports daily operations, including the preparation of Advance Briefs, legislative testimony, and legislative reports to ensure familiarity with the current processes.
- Develops and maintains relationships with various legislative contacts.

- Strong ability to analyze legislation and an understanding of how policy changes affect operational impacts.
- Experience working in an emergency operations center and/or supporting incident response activities.
- Skill in leading and coordinating support staff during activations or high-pressure situations.
- Proficiency with Incident Command System (ICS) / National Incident Management System (NIMS) principles and common emergency management systems.
- Clear, concise writing skills for preparing bill analyses, reports, and executive briefings.
