Job Summary:

Under the general direction of the Accounting Administrator II, Accounting Division, the Accounting Administrator I (Supervisor) is responsible for planning, organizing, staffing, directing, and coordinating the work of subordinate staff. Directly supervises accounting staff at professional and clerical level. The position is responsible for overseeing the work of the State Operations Section and in assisting the Accounting Officer, Accounting Division with fiscal activities related to state and federal grants.

The State Operations Section primary responsibilities are processing and monitoring of Accounts Receivable; general accounting processes for state agencies including but not limited to payroll, vendor payments, travel claims. In addition, the Accounting Administrator I (Supervisor) is responsible for planning, organizing, and directing the activities of the General Ledger Unit, including oversight of FI$Cal General Ledger functions, SCO/Agency and Fund, Bank and Escheat Revenue Account reconciliations, Budgetary Legal Basis and Generally Accepted Accounting Principles (GAAP) reporting, and compliance with State Administrative Manual (SAM), Department of Finance (DOF), State Treasurer’s Office, and State Controller’s Office (SCO) requirements.

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Principles and practices of professional governmental accounting, including Generally Accepted Accounting Principles (GAAP) as applied in a public-sector environment.
  • Governmental accounting standards and financial reporting requirements, including Governmental Accounting Standards Board (GASB) pronouncements applicable to governmental entities.
  • Accounting methods and procedures related to general ledger, accounts payable, accounts receivable, cash management, payroll, and financial reporting.
  • Internal control principles and audit standards, including separation of duties and safeguarding of public funds.
  • Fiscal reporting, reconciliation, and analysis techniques used in the preparation of monthly, quarterly, and year-end financial statements.
  • State Administrative Manual (SAM) policies, procedures, and controls governing accounting and fiscal operations.
  • Accounting systems, databases, and spreadsheet applications used for financial analysis, reconciliation, and reporting.
  • Applicable federal and State laws, regulations, and reporting requirements affecting governmental accounting operations.
  • Financial Information System for California (FI$Cal).
  • Proven experience leading a team in a deadline-driven environment.
  • Ability to meet reporting deadlines with accuracy and consistency.
  • Experience with process improvements and internal controls.
  • Excellent leadership and communication skills.
