Desirable Qualifications
- Demonstrated ability to establish and maintain effective and beneficial relationships with state, local, and Federal government agencies, and the vendor community, as it relates to information technology contract management.
- Ability to communicate effectively with others as demonstrated by strong written and verbal communication skills, strong negotiating skills, and particularly the ability to represent the Governor’s Office of Emergency Services effectively with the vendor community, key customers, stakeholders, and internal staff.
- Proven track record of gaining the confidence and trust of individuals in key positions.
- Demonstrated ability to ensure that contracts adhere to departmental, state, and federal practices and regulations.
- Ability to obtain consensus on direction to ensure timely completion of proposals leading to contracts.
- Knowledge of state best practices, including trends and directions related to contracts.
- Knowledge of project and state contract management practices.
- Knowledge of state budget processes.
- Knowledge of state and federal control agency requirements for contracts.
- Knowledge of State Contracts Manual (SCM), California Public Contract Code (PCC); California Government Code (GC): IT procurement methods; State Administrative Manual (SMA); State Information Management Manual (SIMM).
- Knowledge of Department of Technology’s Project Approval/Delivery Lifecycle (PAL/PDL).
- Ability to Stay current with the latest developments in hardware/software; Document technical specifications; Adapt and manage multiple tasks and priorities; Develop effective solutions; Communicate with users, team members and management effectively.

Working Conditions
Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
