Job Description And Duties

Public Safety Communications (PSC) serves the state of California by providing public safety communications to the state’s first responders and oversight of the 9-1-1 system to the people of California. PSC is dedicated to the preservation and protection of human life and public safety by delivering reliable and dependable communication services keeping the public connected during times of crisis.

The goal of the Public Safety Communications 9-1-1 Emergency Communications Branch is to enable Public Safety Answering Points (PSAPs) to provide the fastest, most reliable, and cost-effective access to emergency services for any 9-1-1 caller in California from any communications device.

This position oversees the 9-1-1 system, 9-8-8 system, and Emergency Communication systems and all materials management, fiscal operations, and human resources administrative functions for the 911 Emergency Communications Branch within PSC.

The incumbent manages through subordinate supervisors to plan, organize and direct the work of the multidisciplinary professional and administrative staff of the 911 Emergency Communication Branch and is responsible to manage all matters relative to 9-1-1 Branch that includes almost $1 billion in contracts related to 9-1-1 and 9-8-8, the interaction with over 40 Public Safety Answering Points (PSAPs),11 9-8-8 Lifeline Crisis Centers, 6 mutual aid regions, Emergency Support Function 2, Outage reporting, and statewide interoperability.

This position requires the incumbent to be responsible for establishing and administering the policies, processes, and procedures that are used to deliver and manage the 9-1-1, 9-8-8 systems, and Emergency Communications Systems. Many of these policies are undefined and require an understanding and application of innovative technical solutions. It is critical that the incumbent be able to maintain a high level of professionalism, diplomacy, and tact as this position must be able to successfully communicate with individuals as well as the Legislature, Control Agencies, State and Local Public Safety Agencies, Long Range Planning Committee (LRPC), and the 9-1-1 Advisory Board, 9-8-8 Technical Advisory Board, California Statewide Interoperability Executive Council, and the program management functions that support these agencies.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. As an employee, you may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge of the organization and functions of the CA 9-1-1 system, CA 9-8-8 system, Emergency Communications, CA 9-1-1 Emergency Communication Branch, and State Emergency Telephone Number Account (SETNA).
  • Broad administrative or program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies related to 9-1-1, 9-8-8, and Emergency Communications.
  • Experience providing end-to-end leadership of a technical product lifecycle, ensuring successful delivery across all development and deployment phases.
  • Proven ability to manage large-scale programs, complex budgets, and high-value contracts
  • Strong strategic planning, policy development, and organizational leadership skills
  • Experience working collaboratively with diverse stakeholders across government, public safety, and regulatory environments
  • Excellent analytical and problem-solving skills along with the demonstrated ability for achieving positive results.
  • Experience at the managerial level in public administration, personnel management, leadership and supervision which demonstrates the ability to manage, mentor and motivate a multi-disciplinary subordinate team.
  • Ability to develop constructive and cooperative working relationships with others and maintaining them over time.
  • Ability to gain confidence and support of top level management and advise them on a wide range of administrative and other matters.
  • Experience in developing and negotiating policy and legislation, including testimony before legislative committees.
  • Experience developing and managing comprehensive training and staff development for multi-level staff.
  • Possess excellent written and verbal communication and negotiation skills, public relations, analytical, decision-making and time management skills.
  • Must possess integrity, a high degree of initiative, dependability, tact, flexibility, and sound judgment.
  • Comfortable in making public presentations and establishing a level of credibility and trust with those they are addressing.
  • Flexible and adaptable; works well in a high volume, demanding environment with multiple priorities and display calm professionalism in all situations.
  • Outstanding organizational skills with attention to detail while still maintaining a big picture perspective.
  • Action oriented and results driven; able to get things done working with others. Ability to represent the agency in dealings with other government agencies and private entities in a way that reflects well on the agency.
