What are the responsibilities and job description for the SUPERVISOR II position at CA State Lottery?

• Lead, mentor, and develop a team of consultants specializing in labor relations and workplace investigations
• Provide strategic guidance on complex employee relations matters, ensuring alignment with state laws and departmental policies
• Oversee and review internal investigations involving employee misconduct, ensuring objectivity, timeliness, and thoroughness
• Serve as a trusted advisor to executive leadership on sensitive and high-impact personnel issues
• Ensure compliance with the Ralph C. Dills Act and support effective labor-management relations
• Promote a culture of accountability, professionalism, flexibility and continuous improvement

Candidates able to navigate complex, sensitive situations with discretion, sound judgment, and creativity. The ideal candidate must also be able to demonstrate strong communication skills, specifically being able to influence and advise all levels of management while also demonstrating the ability to remain flexible in an ever-changing environment.

This position is headquartered at Lottery Headquarters in Sacramento and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200 which states: “telecommuting means the partial or total substitution of computers or telecommunication technologies, or both, for the commute to work by employees residing in California.

In fiscal year 2023-24, the California Lottery generated sales of more than $9.2 billion with approximately $2.2 billion earned for California public schools. Lottery products are sold at more than 23,000 retail locations throughout the state, from independent neighborhood shops to convenience stores, liquor stores to supermarkets, and more. Retail product offerings include an average of 52 fun and entertaining Scratchers® games and several draw games, including jackpot games such as Powerball®, Mega Millions®, and SuperLotto Plus® and daily games such as Fantasy 5 and Hot Spot®.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Experience interpreting and working with management on the Dills Act and/or labor relations experience interpreting laws governing collective bargaining
  • Excellent leadership/supervisory experience; including the ability to coach, develop, and mentor staff
  • Excellent verbal and written communication skills
  • Flexibility to handle multiple tasks and changing priorities
  • Ability to read, analyze, and logically interpret and apply appropriate laws, rules, regulations, memoranda of understanding, policies and procedures
  • Ability to reason logically, analyze situations, and develop and evaluate alternatives and take effective action
  • Ability to establish and maintain cooperative relations and gain confidence with those contacted in the work environment
  • Experience in handling stressful and/or sensitive situations with tact and labor-management diplomacy
  • Experience using good judgment and making sound decisions in critical situations
  • Creativity to address situations and/or scenarios that are not routine

Salary : $94,464 - $117,372
