What are the responsibilities and job description for the ANALYST II position at CA State Lottery?
Under direction of the Supervisor I, the Analyst II serves as a Procurement Specialist for the Lottery’s Procurement Services and Support unit. The Analyst II is primarily responsible for analyzing and preparing contracts and conducting solicitations. The Analyst II will review program requests to ensure they comply with Lottery Regulations, the Lottery’s Procurement and Contract Procedures Manual, and best practices, and will issue standardized contracts. The Analyst II will also conduct both informal and formal solicitations (e.g., Request for Proposals and Invitation for Bids) based on Lottery needs and will be the primary contact with program and vendors throughout the solicitation process (scope development, solicitation issuance, evaluation and award).

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours for Personal Leave hours each month. Schedule: Initial work schedule may not begin earlier than 8 a.m. or after 8:30 a.m., and cannot end earlier than 4:30 p.m. After passing probation, changes to work schedule may be considered, dependent on the Lottery’s operational need. Current Lottery policy requires employees to regularly be in the office at least two days a week, although additional days may be required by job description.
