Position Summary:
Provides leadership in setting the mission, vision, principles, values, strategic plan
and annual operating plan of the Pueblo of Pojoaque. Directs the Pueblo's daily
financial management and accounting practices as well as daily management
oversight of the Accounting, Grants, and Mail Departments by performing the following duties personally or through subordinate managers.
Duties and Responsibilities:
o Provides general supervision and management of the day-to-day financial, accounting, grants, and administrative affairs of the Pueblo tribal offices, within the guidelines established by the Governor and Tribal Council, consistent with decisions requiring their prior approval and management expectations.
o Provides daily administrative and technical support to Accounting, Grants, and Mail departments.
o Ensures the accuracy, completeness, integrity and appropriate disclosure of the Pueblo's financial statements and other financial information through appropriate policies and procedures.
o Establishes and maintains internal controls over financial reporting through appropriate policies and procedures while ensuring that the Pueblo has complied with all regulatory requirements for the Pueblo's financial information, reporting, disclosure requirements and internal controls over financial reporting.
o Oversees annual audit and ensures audit is conducted timely and meets all government reporting requirements.
o Ensures Indirect Cost Rate is negotiated and approved by the Interior Business Center on an annual basis.
o Provides required regulatory certifications regarding the Pueblo.
o Carries out any other appropriate duties and responsibilities as assigned by the Tribal Officials or Tribal Council.
o Directs the Controller in providing and directing procedures and computer application systems necessary to maintain proper records and to afford adequate accounting controls and services.
o Directs grant activities such as grants reporting, drawdowns, financial reporting and grant agency relations.
o Directs and coordinates the establishment of budgets for tribal and grant funded programs.
o Responsibilities include interviewing, hiring, and training
employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Minimum Qualifications:
o Bachelor's degree (B. A.) in Accounting or Business Administration from four-year college or university.
o CPA preferred.
o Minimum of five years of experience in high level accounting position.
o Minimum of three years of experience in governmental fund and grants accounting.
o Required to sign Confidentiality Statement
o Must be able to successfully pass a pre-employment drug/alcohol screen. Knowledge, Skills, Abilities and Certifications:
o Experience in Accounting Software with first-hand knowledge of Fund Accounting Software (MIP experience preferred); Microsoft Power Point ; SQL and Microsoft Access Database software; Payroll systems; Microsoft Excel Spreadsheet software and Microsoft Word Processing software.
o Ability to read, analyze, and interpret technical procedures and governmental regulations.
o Ability to write reports, business correspondence, and internal controls and procedure manuals.
o Ability to effectively present information and respond to questions from groups of directors, Tribal Officials, and the Tribal Council.
o Ability to work with mathematical concepts such as probability and statistical inference.
o Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
o Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
