W2 Contract | 24 – 28 months with possible extensions!

BEPC is seeking a highly motivated Senior Construction Inspector to join our client’s site in Elizabeth City, North Carolina. This role will support a major airfield pavement and infrastructure construction project by providing onsite construction oversight, quality assurance surveillance, contract compliance monitoring, and project documentation throughout all phases of construction.
The successful candidate will possess extensive construction inspection experience, strong knowledge of airfield and aviation infrastructure projects, excellent reporting and documentation skills, and the ability to effectively communicate in both English and Spanish.
Summary of Duties and Responsibilities:
Construction Inspection & Quality Assurance
- Perform full-time onsite inspection of construction activities.
- Monitor contractor compliance with plans, specifications, schedules, safety requirements, and contract documents.
- Verify quality of workmanship, materials, and installation methods.
- Conduct daily field observations and inspections.
- Witness testing activities and review test reports.
- Verify quantities completed for payment purposes.
- Monitor corrective actions and resolution of deficiencies.
- Participate in pre-final and final inspections.
- Verify completion of punch-list items and project closeout activities.
Documentation & Reporting
- Prepare Daily Construction Reports (DCRs).
- Maintain daily inspector logs and project diaries.
- Develop weekly progress reports including project photographs and narrative summaries.
- Track submittals, RFIs, change orders, modifications, and project correspondence.
- Maintain organized electronic project records.
- Document field conditions, issues, delays, and contractor performance.
- Prepare meeting minutes and action item tracking when required.
Contract Administration Support
- Review certified payroll submissions.
- Conduct labor compliance interviews.
- Verify compliance with applicable labor standards and prevailing wage requirements.
- Review contractor schedules and schedule updates.
- Assist with evaluation of claims, disputes, and contract modifications.
- Provide technical recommendations regarding field conditions and construction issues.
Coordination & Communication
- Attend pre-construction meetings, progress meetings, quality control meetings, and project coordination meetings.
- Coordinate with project managers, engineers, contractors, and government stakeholders.
- Communicate project risks, deficiencies, and schedule impacts in a timely manner.
Qualifications:
- Bachelor’s degree in Engineering or related technical field. Master’s degree preferred.
- Minimum 5-10 years of experience as a Construction Inspector, Quality Control Manager (QCM), Construction Superintendent, Resident Engineer, or similar construction management role.
- Minimum 2 years of experience supporting Federal Government construction projects within the last 10 years.
- Demonstrated experience on airfield construction projects, including runway, taxiway, apron, or pavement rehabilitation work.
- Experience inspecting airfield electrical systems, airfield lighting systems, or related aviation infrastructure.
- Strong understanding of construction quality assurance and quality control practices.
- Ability to read and interpret construction drawings, specifications, schedules, submittals, and contract documents.
- Experience preparing construction reports, inspection logs, meeting minutes, and project documentation.
- Proficiency with Microsoft Office Suite, Adobe Acrobat, and digital reporting tools.
- Fluent in both English and Spanish.
- Ability to obtain required project site access credentials and pass background screening requirements.

Preferred Qualifications:
- U.S. Coast Guard, Department of Defense (DoD), FAA, USACE, or other federal agency construction experience.
- Experience supporting active airfield or aviation facility construction projects.
- Design-Build project experience.
- Professional Engineer (PE) License.
- Project Management Professional (PMP) Certification.
- Certified Quality Control Manager (CQCM) or other QA/QC certification.
- Experience with Procore, Kahua, or similar construction management platforms.
- Experience supporting projects from mobilization through final closeout.
- The successful candidate will be a senior-level construction professional with extensive federal construction experience and a proven background inspecting airfield infrastructure projects. Candidates with runway rehabilitation, taxiway reconstruction, airfield lighting systems, and federal agency construction experience will be strongly preferred.
