Position Summary
We are currently recruiting for an Outreach Navigator. This full-time position pays $30.83 per hour and is located in Baltimore, MD.
The Outreach Navigator reports to the Operations Officer II (Homeless Outreach Coordinator) of the Outreach Team within MOHS. A Homeless Community Outreach Worker promotes programs and resources to homeless individuals in the community and performs a variety of services to encourage these individuals to participate in programs that enable them to remain housed and stable. The work of this class involves no supervisory duties or responsibilities. Incumbents receive close supervision from a superior. Employees work a conventional work week that includes evening hours and may require weekend work. Work is performed both in an office under normal working conditions and in neighborhoods where incumbents may be exposed to extremes of heat and cold. Work requires minimum physical exertion.

- Actively work outdoors in all weather conditions, including extreme heat, freezing temperatures, and inclement weather.
- Work non-standard hours including early mornings, evenings, weekends, and holidays; be flexible and available for emergency situations outside of regular business hours.
- Visit communities and canvass neighborhoods.
- Acquaint clients with community resources and services pertaining to social, health, and other programs, while encouraging utilization.
- Develop rapport with homeless individuals through frequent community outreach visits and offer support.
- Process applications or registration forms for services and maintain demographic and statistical information.
- Operate a city-issued vehicle; complete daily inspection reports, vehicle cleaning, and ensure compliance with safety laws.
- Maintain computerized logs of daily activities and prepare reports and documentation as needed.
- Research community resources that benefit homeless individuals and support service enhancement.
- Participate in staff meetings, departmental planning, and training opportunities.
- Recommend new procedures to improve departmental efficiency.
- Perform other related duties as assigned.
- Ability to work independently and collaboratively within a team.
- Excellent interpersonal, verbal, and written communication skills.
- Strong organizational and recordkeeping abilities.
- Comfort working directly with vulnerable populations in community settings.
- Basic computer proficiency for maintaining logs and preparing reports.
- Valid driver’s license and ability to safely operate a city-issued vehicle.
- High school diploma required; associate degree in human services or related field preferred.
- Experience in social work, community outreach, or case management, required.
- Prolonged periods of walking, standing, and traveling within the community in various weather conditions.
- Prolonged periods of sitting at a desk and working on a computer.
- Standard hours of work Monday through Friday, 8:30 am – 5:00 pm, with flexibility for evenings, weekends, and emergency response.
