This position is responsible for fiscal/financial management functions impacting the department; to provide financial management expertise for the performance of specialized and technical accounting activities as a liaison to the Finance team; to review, research and resolve issues with and reconcile grants and budgets across the department; and to do related work as required. This full-time position pays $43.59/hr, and is located in Providence, RI.

Essential Duties And Responsibilities

- Within RIDOH, to be responsible for fiscal/financial management functions impacting the department.
- Provide financial management expertise for the performance of specialized and technical accounting activities as a liaison to the Finance Team.
- Review, research and resolve issues with and reconcile grants and budgets across the department.
- Familiar with RIDOH’s unique mission and fiscal/financial reporting requirements.
- Perform complex month-end, quarter-end, and annual closing processes related to the State’s general ledger, including extensive coordination with State agencies to reconcile open transactions and ensure accurate financial reporting.
- Provide agency assistance as required for federal grant reporting and federal grant cost management.
- Determine and verify balances in State agency asset and liability accounts, and to perform complex analyses to determine the accuracy, completeness, and proper classification of the State’s financial transactions.
- Ensure interagency and interfund transactions are properly recorded, including the settlement of related cash accounts.
- Responsible for the proper accrual of State agency accounts receivable, accounts payable, and other accrued revenues and expenditures at fiscal year-end.
- Maintain utmost confidentiality when working with sensitive and personally identifiable information, including payroll and health benefits.
- Exercise administrative direction over programs that are essentially financial in nature.
- Responsible for the compilation, analysis and presentation of statistical and financial reports reflecting expenditures, unencumbered funds and projections of future requirements.
- Document financial processes to ensure continuity of knowledge within the Finance team
- Document financial processes to support department staff
- Perform other duties as assigned.
- Thorough knowledge of fiscal/financial management practices and techniques
- Working knowledge of federal grant management and reconciliations.
- Knowledge of principles and practices of governmental accounting and budget formulation
- Working knowledge of the principles, practices and methods involved in maintaining records
- Ability to identify pertinent information from a mass of data
- Ability to reconcile information across multiple data sets
- Working knowledge of the ERP/Workday system, along with its capabilities.
- Ability to multitask and be flexible.
- Highly motivated.
- High School Diploma or equivalent, required.
- Graduation from a college of recognized standing with a Bachelor’s Degree in Accounting, Finance or a closely related financial field.
- Professional-level experience in financial analysis or financial administration, including experience in data management and reconciliation.
- Prolonged periods of sitting at a desk and working on a computer.
- Working hours M-F, 8:00am-4:00pm.
- Must be able to lift and move up to 25 pounds.
