The Asset Renewal Project Manager supports LAWA’s Asset Renewal Program, overseeing the development and implementation of work packages and Task Orders that replace end-of-life airport systems. These include MEP systems, fire and security systems, baggage systems, vertical and horizontal transportation, building envelope components, passenger boarding bridges, and below-grade utilities.
The position requires an experienced leader who can guide design and construction activities in a highly regulated, active airport environment, ensuring compliance with CEQA/NEPA, entitlement requirements, and coordination with multiple agencies.
Role Summary
The Asset Renewal Project Manager reports to the Asset Renewal Program Manager and provides oversight from design development through construction. This includes scope development, design coordination, procurement support, implementation planning, and interface with stakeholders, designers, contractors, and regulatory agencies.
The Project Manager may serve as LAWA’s primary representative, establishing standards for project documentation, leading coordination efforts, and ensuring adherence to LAWA procedures, policies, and environmental requirements.

Essential Job Duties
Leadership & Representation
Serve as the primary airport/owner representative directing and managing assigned projects.
Establish and enforce standards for project documentation, including meeting minutes, records, reports, and communications.
Coordinate with LAWA divisions and Jurisdictions Having Authority (Planning, FAA, TSA, AQMD, SHPO, EPA, BOE, LAFD, LAPD, LAUSD, etc.) throughout design and pre-construction.
Planning & Scope Development
Develop project scope and manage scope changes to maintain alignment with project goals.
Prepare RFPs and oversee procurement for designers and contractors.
Define program goals, develop methods to accomplish them, and ensure alignment with owner objectives, contract terms, and airport policies.
Conduct field surveys to capture accurate existing conditions for design and constructability decision-making.
Maintain comprehensive documentation including agreements, reports, drawings, specifications, narratives, and coordinated CAD representations.
Design & Technical Management
Partner with the Design Manager to oversee the full design process, including resolving technical issues, managing design non-compliances, coordinating RFIs, shop drawing reviews, acceptance testing, and mockup approvals.
Support the Design Manager in leading the Design Review Team (DRT) throughout all phases of design and design changes during construction.
Lead and support efforts related to permitting requirements with AHJs.
Construction & Pre-Construction Oversight
Ensure all work conforms to the latest LAWA Design and Construction Handbook (DCH), approved changes, and technical requirements.
Work with designers, contractors, and stakeholders to develop construction activity plans, critical milestones, and priorities.
Prepare reports summarizing pre-construction progress for senior management.
Review change proposals for compliance, accuracy, and fair market value.
Verify contractor pay applications for alignment with contract requirements.
Project Controls, Budget & Risk Management
Support the Asset Renewal management team in developing and executing action plans to mitigate schedule and budget risks.
Monitor and control technical, fiscal, and administrative aspects of assigned projects.
Ensure timely documentation, issuance, and management of Task Orders and Change Orders.
Coordination & Stakeholder Engagement
Lead project messaging plans, notices, contingency planning, and communication strategies.
Facilitate coordination meetings with designers, contractors, and airport stakeholders.
Hardware/Software Knowledge
Proficient in Microsoft Office Suite and Bluebeam
Familiarity with Project Management Information Systems (PMIS)
Ability to work in CAD or Revit (preferred)
Professional Experience Level / Other Qualifications
15 years of experience, preferably in airport environments
Experience managing projects valued at more than $50 million
Familiarity with Design-Bid-Build and Design-Build delivery methods
Proven ability to perform in a management capacity
Excellent verbal and written communication skills
Comprehensive understanding of industry standards, practices, and regulatory requirements
Education / Training
Bachelor’s degree in Architecture, Aviation, Business, Engineering, Construction Management, Planning, or a related technical field (required)
Master’s degree preferred
Strong preference for relevant certifications including:
AAAE
LEED
PE
PMP
AICP
Or other relevant professional licenses/certifications
