SUMMARY
This contract Project Manager 3 position will provide project management services to the Work Planning & Delivery organization at (CLIENT). This position will work directly with the migration manager on the highly visible Vancouver Control Center (VCC) Project. The VCC project addresses the technology modernization requirements and the current physical infrastructure obsolescence issues in the exiting control center through the design and construction of a new control center and the migration of all systems and functions into the VCC. The goal of the VCC is to implement a modern Control Center for CLIENT with the necessary continuity, security and technology capabilities that support its critical functions through an all-hazards event, with flexibility for future growth and market opportunities.
The contractor will provide Project Manager services to support technology migration planning, design, and delivery, facilitating commissioning of a new Control Room, Telecom Center and Data Center within the VCC, enabling CLIENT to move all applications, systems, people and functions from the current Dittmer Control Center into the new VCC. The PM will be assigned to the Transmission wide effort consisting of Facility, Engineering, Construction, and IT/OT Migration work. The PM will work closely with key managerial stakeholders, engineers, subject matter experts and compliance staff to develop Operational Technology (OT) project and program initiatives. Collaborating closely with, and under the guidance and direction of the CLIENT IT Portfolio manager, the PM will work with project teams to draft and execute OT program/project plans; create and track schedules and budgets; facilitate and coordinate program/project activities; and track, monitor and provide detailed milestone reporting for multiple designated programs/projects
POSITION RESPONSIBILITIES
- Plan, initiate, and facilitate Operational Technology projects from inception to conclusion and in accordance with CLIENT and industry project management principles and standards providing expert guidance on PMI-based project management methodology
- Facilitate complex large-sized, multi-year projects. Many of these projects are high visibility projects for Senior Management.
- Responsible for coordination from the Scoping Phase of the project through documented Close Out procedures.
- Assist CLIENT management with implementing project tasks daily (may include multiple projects) regarding time, budget, schedule, and quality. Provide updates and findings Coordinate activities for designated project(s) to verify that goals or objectives of the project are accomplished within the prescribed time frame and funding parameters.
- Collaborate with CLIENT manager and internal stakeholders to facilitate the tasks and activities of project team(s) and to properly understand related business needs, dependencies on other initiatives, and how best to effectively deploy end products.
- Issue project status reports.
- Collaborate with the CLIENT manager (or assigned designee) to define the frequency and content of status reports from the project team; review and analyze results, troubleshooting concerns or problem areas and provide mitigation options and weighted recommendations.
- For large projects, may coordinate and guide other Projects Managers that are managing sub-projects. Draft monthly executive summary report.
- Interact and collaborate with external stakeholders
- Maintain consistent communication with project sponsors, performance managers, and stakeholders on the progress of the project compared to the work plan.
- Forecast and recommend / request appropriate project resources to fulfill project needs; recommended resource requests must be submitted to, coordinated with and provided by appropriate CLIENT performance managers.
- Alert CLIENT manager of and obtain appropriate authorization for any potential changes to project cost, schedule, or performance.
- Organize, coordinate, and facilitate the work of project teams and serve as liaison between business and technical aspects of projects, including recommending project stages and assessing business implications for each stage.
- Support the project team through the project management process (creating and implementing the project management plan); schedule and facilitate team meetings and coordinate activities of sub-teams.
- Facilitate “kick-off” meetings with sponsors, stakeholders, and partners and validate approval/buy in of project plans and commitment of resources.

- Draft project plans, resource strategies and funding estimates required to advance each assigned project / defined effort. This includes developing Process and System Design requirements as key project deliverables.
- Monitor progress of assigned projects to track timelines, milestones, deadlines, standards and targets
- Prepare, estimate, recommend, facilitate, and monitor the budget for the project (monitor project funding and overall budget). Alert the CLIENT manager of any project funding concerns.
- Track, monitor and facilitate resolution of issues and risks identified within the projects, as well as compliance related dependencies.
- Maintain issue, risk, and/or action logs and develop contingency plans and status reports to manage risk.
- When necessary, facilitate the successful transition of a project or program of projects to another project manager including any training, documentation, or meeting coordination required to bring the new PM fully up to speed on all critical aspects of the work and introduce them to executive sponsors and key stakeholders.
- Provide background information, technical input, options, and recommendations that facilitate project decision-making. This may include, at management request, arrange, attend, and facilitate decision-making meetings with CLIENT management, executives, and key stakeholders. This work may include drafting agendas, answering technical questions, and presenting information, options, and recommendations directly to CLIENT decision-maker(s). Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes
REQUIREMENTS
Education & Experience:
- A Bachelor’s degree in Business Administration, Computer Science, Organizational Development, Engineering or a related technical discipline is preferred.
- With an applicable Bachelor’s degree, 10 years of experience is required
- Without a non-applicable Bachelor’s degree, 12 years of experience is required.
- Without a Bachelor’s degree, 14 years of experience is required.
- Experience must include project management and leading complex and high-risk Data Center, Control Room, Telecommunications, related projects using industry standard methods and tools for managing schedules, dependencies, resources, funding and developing technical specifications and project plans for large-sized projects (over $25M or manage 20 people).
- Note: Level 3 is typically responsible for medium-to-large-sized projects (25M and higher cost)
Required Technical Skills & Experience
- Experience accurately assessing and estimating project costs.
- Experience writing and understanding functional and technical specifications
- Experience with developing project schedule timelines to reflect major tasks (scoping, planning, design, procurement, execution, testing).
- Advanced skills with MS Project to include fundamental operation, function, and workflow regarding timelines, dependencies, project expectations, milestones, and resources.
- Expert at eliciting information from stakeholders, documenting and communicating, including via Project Plans, Functional & Technical Specifications, Schedules, Resource Plans, Budgets and Presentations
Preferred Skills & Experience
- Project management, technical or engineering background and experience with similar telecommunications, operational center or data center migrations to a new facility.
- IT project and program management experience within an Information Technology or Operational Technology environment
- Experience with Agile and Waterfall methodologies
