We are seeking a highly specialized and experienced Programmer - Consultant to join a critical infrastructure team. You will be instrumental in bridging legacy COBOL systems with modern .NET and Web/Mobile frontends, all while enforcing a robust DevSecOps culture.

What You'll Be Doing:
- Lead full stack system development across a complex, three-tier environment spanning COBOL, .Net, and relational databases.
- Perform advanced COBOL development using MICROFOCUS Visual COBOL (V7, V9 preferred) within a Visual Studio 2019/2022 and Windows Server 2022/IIS environment.
- Design and implement application logic against enterprise-level Oracle and MS SQL Server RDBMS platforms.
- Enforce and champion DevSecOps practices, including formal release management, rigorous testing strategies (beyond "Happy Path"), and strong collaboration/coaching within the team.
- Analyze, troubleshoot, and propose solutions for complex system problems, ensuring high reliability and performance.
Required Expertise:
- 8-10 years of full stack development experience in a mission-critical, multi-tiered environment.
- Proven expertise in COBOL and MICROFOCUS Visual COBOL development.
- Demonstrable experience with .NET (C# preferred) for application programming.
- Deep proficiency in querying and programming against both Oracle and MS SQL Server databases.
- Strong background in DevSecOps methodologies, testing best practices, and release management.
- Education: Bachelor's degree in IT/related discipline with 8 years of experience, OR 10 years of equivalent practical experience.
Highly Desired Skills (A Plus):
- Hands-on experience with Visual Studio 2019 Debugging.
- Familiarity with Microsoft Team Foundation Server (TFS).
- Prior experience with IIS configuration/setup.
- Relevant technical certifications, especially MicroFocus certifications or DevSecOps certifications.
