Job Description:

We’re seeking an experienced Payroll Administrator to lead end‑to‑end payroll processing and ensure full compliance with federal, state, and Davis-Bacon requirements. This role is ideal for someone who thrives in a fast-paced environment, values accuracy, and brings deep expertise in certified payroll and DBRA compliance.

What You’ll Do

Payroll Administration

  • Lead full-cycle payroll processing with accuracy and adherence to all regulations.
  • Review and compile timesheets; make adjustments and corrections as needed.
  • Process new hires, terminations, and employee status changes.
  • Calculate and apply payroll deductions (taxes, benefits, withholdings).
  • Prepare and distribute payroll reports, summaries, and statements.
  • Serve as the primary contact for payroll inquiries.
  • Maintain precise payroll records and documentation.
  • Stay current on payroll laws, tax regulations, and best practices.

DBRA & Certified Payroll Compliance

(Highly Preferred Experience)

  • Oversee daily Davis-Bacon and Related Acts (DBRA) compliance for multiple construction projects.
  • Monitor weekly certified payroll submissions for the company and all DBRA-covered contractors/subcontractors.
  • Identify and resolve compliance errors, omissions, and delinquent submissions.
  • Ensure proper employee classifications (Journeyman, Apprentice) and verify wage rates by work classification.
  • Track apprentice certifications and monitor apprentice ratio compliance.
  • Review deductions for Copeland Act compliance.
  • Confirm completion of contractor work activities and ensure all payrolls are finalized.
  • Track all compliance issues, restitution payments, and resolutions.
  • Coordinate with DOE Compliance Officers and other federal agency representatives as needed.

What You Bring

  • High school diploma or equivalent; additional education in accounting or finance is a plus.
  • 5–10 years of payroll administration experience, preferably in construction or government‑funded projects.
  • Strong knowledge of payroll processes, employment laws, and tax regulations.
  • Experience with DBRA, certified payroll tracking, and federal audit responses (highly preferred).
  • Proficiency with payroll software and Microsoft Excel.
  • Exceptional attention to detail and accuracy.
  • Strong communication skills and a customer-service mindset.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Commitment to staying current on payroll regulations and technology.
