What are the responsibilities and job description for the On-Site Manager position at ANCHOR?
SUMMARY
The On-Site Manager is responsible for the day-to-day operations of assigned properties, ensuring compliance with HUD regulations, ANCHOR policies, and state/federal law. This position supports ANCHOR’s mission of enhancing the quality of life for residents by providing excellent customer service, strong site-level leadership, and proactive property management.
DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform the following duties:
Leasing & Occupancy Management
- Advertise and show available apartments.
- Process applications in accordance with the Tenant Selection Plan.
- Maintain an active waiting list and update semi-annually.
- Implement move-in and move-out procedures, including 50059 documents, leases, inspections, and tenant education.
- Ensure re-certifications are completed on schedule.
- Follow lawful eviction procedures per Lease, HUD Handbook, and NC Real Estate Law.
Financial & Compliance Oversight
- Collect rent, fees, and charges when due; deposit funds promptly.
- Prepare and submit vouchers, utilization reports, delinquency reports, and monthly reports as scheduled.
- Maintain resident and maintenance files with accuracy and confidentiality.
- Review, approve, and submit invoices with proper detail; manage petty cash and laundry accounts.
- Assist in budget development and monitor site-level expenses.
- Prepare and submit Special Claims for vacancies.
Staff Supervision & Vendor Management
- Supervise maintenance staff, office staff, and volunteers, including scheduling, task completion, and performance evaluations.
- Conduct weekly staff meetings, including Service Coordinators.
- Interview and screen applicants for site positions; provide hiring recommendations.
- Obtain vendor bids for work over $500 and monitor contractor performance.
Property Operations & Resident Relations
- Conduct unit and property inspections according to schedule.
- Monitor curb appeal and ensure prompt completion of work orders.
- Respond to emergency calls and provide timely reporting.
- Foster positive resident and community relations.
- Address resident concerns promptly, respectfully, and in alignment with ANCHOR’s values.
Compliance & Safety
- Maintain working knowledge of HUD Handbook and other regulatory requirements.
- Submit timely Worker’s Compensation reports when needed.
- Ensure safety procedures and policies are implemented and followed by all site staff.

EDUCATION AND EXPERIENCE

- High school diploma or equivalent required; associate or bachelor’s degree in business administration, property management, real estate, or a related field preferred.
- Minimum of two (2) years of property management or related housing experience required.
- Experience with HUD programs and regulations strongly preferred.
- Supervisory experience with staff or vendors desirable.
- Valid North Carolina Driver’s License and reliable transportation required.
- Certified Occupancy Specialist (COS) or other HUD-related certifications a plus
TECHNICAL SKILLS
- Proficiency with property management software (ResMan preferred).
- Competence with Microsoft Office Suite (Word, Excel, Outlook).
- Ability to interpret and apply HUD regulations and NC Real Estate Law.
- Basic financial management and reporting skills.
- Familiarity with building systems, maintenance requests, and vendor coordination.
