What are the responsibilities and job description for the Human Resources Specialist position at ALPENA PUBLIC SCHOOLS?
Alpena Public Schools is currently hiring for a Human Resources Specialist. This position will be a key part of the Human Resources function focusing on recruiting, leave of absences and new hire orientation.
EDUCATION and/or EXPERIENCE:
Associate degree in Human Resources, Business Management, or related field OR 3-5 years of HR experience. Technical skills including Microsoft Word, Excel and Google software and ability to learn and utilize District software programs, including but not limited to Red Rover, New World, Teachscape/Frontline, Gmail/Google and others.
SUMMARY: Responsible for assigned Human Resources functions including, but not limited to, employment procedures, substitute procurement, records management, staffing, and leaves of absence. Perform HR duties requiring knowledge of school, federal and state employment laws and regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

Performs day-to-day Human Resources functions, including but not limited, creating letters and maintaining paper and HRIS/Google systems. This includes entry for job changes, status changes, terminations within the employee lifecycle.

Issues Monthly HR updates to the board, processes lane change requests, tuition reimbursement requests, and PTO accrual/roll overs July 1st.

Manages employee leave requests under the Family and Medical Leave Act (FMLA) and facilitates reasonable accommodations for individuals with disabilities under the Americans with Disabilities Act (ADA).

Facilitates substitute procurement and completes associated time and attendance record-keeping.

Monitors evaluation program and provides timely notices to supervisors and administrators regarding the evaluation system for all units/groups.

Responsible for the preparation and distribution of all employment contracts for administrators and teachers. Distributes salary statements/contracts as needed for all personnel.

Responsible for posting of positions, scheduling candidates, and providing notices to candidates.

Processes volunteer request forms.

Administers and scores employee testing.

Updates employee files to document personnel actions and to provide information for payroll and other uses.

Conducts New Hire Orientation.

Backup to Human Resources Generalist functions, including but not limited to:

- Assists with the preparation and submission of local, state and federal reports (especially REP, EEOC, CRDC) as needed.
- Utilizes appropriate software in execution of duties. (e.g. Frontline, New World, Red Rover, etc.)

Maintains written and verbal confidential information.

Reviews email communication regularly and responds as needed.

Maintains regular and reliable attendance.

Follows all Board Policies.
SUPERVISORY RESPONSIBILITIES: Supervises certified and non-certified substitute staff.

MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute hourly, daily and contractual rates.
REASONING ABILITY:
Ability to apply common-sense understanding to carry out instructions furnished in written, oral and diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
OTHER SKILLS and ABILITIES:
Demonstrated ability to use Microsoft Word, Excel, Internet and additional software applications. Knowledge of or ability to learn personnel legal terminology. Ability to communicate clearly and concisely, both orally and in writing. Ability to perform duties with awareness of all District requirements and Board of Education policies.
