All For Kids - Chief Program Officer is a results-oriented executive position that directs the success and growth of the agency's array of programs, assuring the provision of mission-centric services to the southern California community. The CPO, an exempt position, reports to the President and Chief Executive Officer (CEO).

As an integral member of the Executive Leadership Team, the Chief Program Officer participates in the overall strategic leadership of the organization. Toward this end, the CPO works, thinks, and acts at the strategic level in directing organizational programs, envisioning, and recommending program development, and reporting quantitative and qualitative outcomes.

The CPO influences the development and management of a $60 million budget. This inspirational and visionary leader manages a team of more than 350 employees through vice-presidents & senior-level directors (Research and Evaluation, Integrated Family Services, Prevention Programs, Behavioral Health, and Q/A and Training for Mental Health) and collaborates with four other C-Suite executives in directing the organization's programs and operations.

This position also acts as a liaison to the Board of Directors relating to program matters and creates, deepens, and sustains working relationships with both external and internal stakeholders.

Job Responsibilities

Under the direction of the President and Chief Executive Officer and working closely with Executive Leadership Team colleagues, the CPO is responsible for the programmatic and administrative aspects of All For Kids, as follows:

  • Develop and implement programs and service delivery systems, policies, and procedures appropriate to the populations served and monitor their administration.
  • Oversee the evaluation of program effectiveness and address issues necessary to enhance desired outcomes towards the goal of continuous quality improvement.
  • Lead, manage, and support the Sr. Program Director team and individual program managers to build a diverse staff, strong management teams, and operational teams by making decisions, taking actions, and allocating resources that are supportive of the agency's mission and strategic plans.
  • Work closely with the Chief Financial Officer and the Controller to assure that programs continuously operate within fiscal goals and constraints.
  • Oversee the facilitation of the agency's Council on Accreditation (COA) and maintain a working knowledge of accreditation standards, as well as the regulatory and contractual requirements of the agency and its programs.
  • Assist in the development of strategic program business plans that are responsive to research and private and governmental funding, utilizing the needs of clients/communities, staff input, and ultimately the discovery of what works in the prevention of child maltreatment.
  • Work closely with the Development Department and program managers to cultivate opportunities and to secure funding, as well as facilitating routine reporting to grant making organizations including foundations and government sources.
  • Participate on the Executive Leadership Team as the voice of All For Kids' programs in the development of policies, procedures, and budgets.
  • Along with other ELT members, increase the visibility of All For Kids in the communities it serves. Develop, strengthen, and maintain positive working relationships with both internal and external stakeholders.
  • Serve as the key staff member for the Board of Directors Program Committee.
  • Other duties, as assigned by the CEO that are deemed necessary to support the agency's mission.

Job Qualifications

  • As the leader of the program staff, the Chief Program Officer must possess and project the utmost integrity and highest standards of professional conduct and must be an individual distinguished by accomplishment and experience to exercise the leadership of a qualified, collegial, and motivated professional community.
  • A powerful advocate for scaling social change and building an infrastructure of opportunity, this leader will demonstrate a passion for the mission, vision, and goals of All For Kids, understanding that the Chief Program Officer is fundamental to the agency's ability to provide mission-centric services.
  • At least 15 years of experience in positions of progressive responsibility working with children, transitional age youth, or adults in a community-based setting providing a wide range of human services. Will have a proven aptitude for overseeing programs that successfully engage diverse communities and for initiating, developing, and maintaining positive working relationships in the communities All For Kids serves. An established network of relationships in southern California is a plus.
  • Demonstrated experience designing and implementing innovative programs and facilitating funding proposal and budget creation. This includes success in securing foundation and corporate grants, as well as in securing government grants and overseeing publicly funded contracts such as the Department of Mental Health and the Department of Children and Family Services.
  • A distinguished record of developing strategic goals and implementing plans to attain them within deadlines. This leader will have impeccable analytical, strategic thinking, and problem-solving skills coupled with the ability to continually improve program efficacy and outcomes through innovation.
  • A history of effectively evaluating programs to identify the highest impact strategies. Success developing programs and expertise in program evaluation systems to manage teams and resources.
  • Must have the vision and courage to break new ground, while ensuring and advancing the health and stability of the agency. This executive will have a results-oriented record of achievement and be adept at spearheading sustainable organizational and operational change.
  • Excellent organizational and interpersonal skills, including the ability to resolve disputes and observe confidentiality, exercising tact in dealing with sensitive, nuanced, and confidential issues and situations.
  • A leadership style characterized by openness, trust, collegiality, and creativity with the capacity to continue to provide effective leadership, adjusting when confronted with conflict, crisis, or shifting goals.
  • An adaptable multi-tasker with the ability to control and move forward on several priorities simultaneously. This includes switching priorities as required without losing momentum, as well as the skill to lead a team to manage multiple, competing priorities. The CPO will cultivate a work environment that emphasizes organization, timeliness, efficiency, cost effectiveness, attention to detail, and positive results.
  • Proven people focused skills in leadership, administration, education, team-building, staffing, operations, and strategic planning, as well as the demonstrated ability to develop and run effective and efficient operations.
  • This visible, accessible, and compassionate leader with superb management skills will have at least 10 years of success supervising managers in a high-performing, collaborative leadership team. Must be able to recruit, hire, train, mentor/ develop, and motivate a diverse professional staff.
  • This executive will be adept at leading team and supervisory meetings and engaging staff to achieve high levels of performance. The CPO will regularly evaluate staff, address performance issues, provide feedback and coaching, and cultivate a standard of excellence among the team.
  • An unshakable commitment to interdepartmental, interdisciplinary team approaches to work, utilizing developed conflict resolution and collaborative skills. This experienced team-player will respect others' contributions and build cooperative relationships with peers, sharing knowledge, emphasizing learning, and contributing to team and agency goals.
  • A history of working effectively with all people, irrespective of their history, economic status, challenges, race, gender identity, educational level, or sexual orientation.
  • Exceptional interpersonal, written, and verbal communications skills, blended with the ability to be an effective, engaged, and interested listener.
  • Must be able to articulate and explain complex issues to staff, community members, and all other stakeholders in a clear, nontechnical manner.
  • A strong customer service orientation and willingness to find solutions to complex problems and answers to unconventional questions.
  • Proven skill reading, understanding, and analyzing budgets.
  • Proficiency using software such as Excel for spreadsheets and Word for word processing.

Education Requirements

  • The successful candidate will hold an advanced degree.
  • A Licensed Psychologist, Licensed Clinical Social Worker (LCSW), a Marriage and Family Therapist (MFT), or MBA would be highly desirable.
