This position has a typical 2026 salary range of $107,446- $164,301 (without locality). Cost of Living Allowance (COLA).
Qualifications/Requirements: The primary purpose of this position is to serve as a Lead to Headquarters Air Force (HAF) guiding the work of a group of non-supervisory employees in the Innovation and Requirements Directorate. The incumbent will also serve a Senior Technical Advisor to the HAF Functional Sponsor in accordance with DoD regulations for a multi- million-dollar Civil Engineering Information Technology (IT) system. The incumbent serves as the central functional focus point for Air Force Civil Engineer (AF CE) and is considered the recognized authority on the full spectrum of IT system related issues. The position provides functional and technical expertise and program management to the AFCE community worldwide on all matters pertaining to the program activities and on the feasibility of and impact of plans, policies, and decisions to CE Functional business operations enabled by IT. Provides technical advice and direction on budgeting, execution, deployment, sustainment maintenance, functional requirements, functional training and strategic communications for the program supporting users at HAF, AFIMSC, AFCEC, Joint Services and installations (Active Duty, ANG and AFRC) worldwide.

- Required to file an OGE-450, "Confidential Financial Disclosure Report", upon appointment, and annually thereafter in accordance with DODD 5500.7
- Overseas and provides limited supervisory duties to lower graded team members
- Serves as the Civil Engineering Senior Technical Advisor on developing and implementing integration strategies of Air Force Civil Engineer automated technology solutions as it relates to its current and future civil engineer systems.
- Makes periodic and comprehensive assessment and evaluation of financial, technical, and functional program goals, and objectives, which will provide a basis for long-range requirements to enhance the organization’s management capabilities
- Represents the Air Force Civil Engineer and AFCEC with a variety of installation and functional area organizations
- Manages Civil Engineering functional integration activities.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
- In depth knowledge of a wide range of Civil Engineer (CE) functional business processes and mission; skill in applying knowledge to the development CE Functional requirements to inform changes to CE Information Technology Systems to support mission requirements.
- Knowledge of planning, programming and budgeting cycles, financial systems and restriction on the expenditures of funds to include IT acquisition and compliance regulations, practices and procedures.
- Skill in planning, organizing, and directing the functions of a large scale critical and complex program and communicate effectively, both orally and in writing, to include collaboration with a wide range of stakeholders.
- Ability to define, acquire, implement, integrate and sustain information technology in accordance with policies and guidance.
- Ability to provide direction, technical advice/expertise, and program management for critical large-scale Information Technology (IT) programs, ensuring that information technology integration matters comply with legal and regulatory requirements and meet customer needs.
- Ability to analyze planning problems, identify and define goals and objectives, coordinate planning activities and programs at and between several organization levels in order to develop comprehensive plans and continually improve them.
- Ability to establish and maintain effective working relations which foster cooperation, awareness of individual differences, and teamwork.
- Ability to conduct rigorous data-driven analysis to identify program gaps, evaluate program effectiveness, and develop innovative solutions to improve outcomes.
- Ability to influence senior leaders and stakeholders to adopt strategic recommendations for improving organizational performance and achieving strategic objectives.
OTHER REQUIREMENTS/SIGNIFICANT FACTS:
For General Engineer (0801) & Environmental Engineer (0819):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
For Community Planner (0020):
Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. -OR- Combination of Education and Work Experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
For Physical Scientist (1301):
Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- Combination of Education and Work Experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
