Major Duties
Serves as Deputy Public Affairs Chief and Operations Section Chief. Manages PA programs and provides oversight of functions within PA. Serves as second in responsibility with the PAO for the 88 ABW Public Affairs program. Advises commanders and their staffs on the communication implications of plans, policies, and programs. Provides PA inputs to operational plans. Inspects and evaluates PA activities and programs. Oversees procedures used in collecting, evaluating, and disseminating news and information. Monitors and ensures compliance with applicable DOD, Air Force, MAJCOM, and local policy. Ensures compliance with law, established policies, directives, and practices.
This position does not meet minimum coverage for application of the GSSG as supervisory duties do not constitute a major duty occupying at least 25% of the incumbent's time. This position provides technical and/or administrative direction to one or more subordinates but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees.
Serves as Deputy Chief of Public Affairs in absence of the Chief on an ad hoc basis. Plans, organizes, directs, and evaluates the organization's Public Affairs program. Develops goals and objectives that integrate organization and public affairs objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of functional and administrative issues. Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resource requests, and balances organization needs with overall mission requirements and resource interests. Identifies need for change in organization priorities and takes action to implement such changes. Employee must pass initial and periodic short notice drug testing. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).
