The Air Force Civilian Service (AFCS) is looking for 8 Permanent, Full-Time, Interdisciplinary position classified as a Community Planner (Environmental), Biological Scientist (Environmental), General Engineer (Environmental), Environmental Engineer, Physical Scientist (Engineer), NH-0020, 0401, 0801, 0819, 1301-03 (GS-12/13 Equivalency) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Environmental Management Directorate (CZ), Environmental Resources Division (CZA), Environmental Quality Acquisitions Branch (CZAE), Joint Base San Antonio – Lackland/Kelly. This position has a typical 2026 salary range of $76,463- $118,204 (without locality)


Qualifications/Requirements


The primary purpose of this position is to serve as a senior environmental professional for the Environmental Directorate, a directorate of the Air Force Civil Engineer Center (AFCEC), a Primary Subordinate Unit (PSU). The incumbent is responsible for providing AFCEC with professional environmental technical expertise and program support; and provides direction to engineers and scientists responsible for one or more environmental programs through contracts, services, and product oversight. Specific areas of responsibility may include (but are not limited to) regulatory/legislative support (current or pending relative to environmental compliance, planning, or restoration), environmental compliance (issues related to hazardous and solid waste disposal, air and water compliance, natural and cultural resources, and Environmental Management Systems), and environmental cleanup program (hydrogeology, chemistry, environmental engineering, and toxicology) support.

  • As an environmental professional, provides professional environmental technical expertise and program management support to the office of Assistant Secretary of the Air Force, Installations, Environment and Logistics (SAF/IE), Headquarters Air Force (HAF A7C, Environmental Restoration and Quality Program Offices, Major Commands (MAJCOMs), Regional support (RSTs), Installation Support Teams (ISTs), and installation staff.
  • Provides consultation and advisory services to leadership and customers
  • Provides direction to a team of environmental professionals.


RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):


  • Knowledge of current U.S. environmental laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in environmental programs to provide expert level support or advice.
  • Knowledge of Air Force programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to environmental programs.
  • Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management.
  • Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders.
  • Knowledge of construction and service contracting procedures relevant to executing environmental related contracts


OTHER REQUIREMENTS/SIGNIFICANT FACTS:

For General Engineer (Environmental) (0801), Environmental Engineer (0819):

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.


For Physical Scientist (Engineer) (1301):

Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.-OR- Combination of Education and Experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.



For Biological Scientist (Environmental) (0401):

Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.


For Community Planner (Environmental) (0020):

Degree: Community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.-OR- Combination of Education and Experience: Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
