The Air Force Civilian Service (AFCS) is looking for a Full Time, Information Technology (IT) Specialist (GS-2210-13), performing duties as a ServiceNow Product Owner, working at the Headquarters Air Force (HAF), Digital Transformation Activity (DTA), at Joint Base San Antonio (JBSA), Randolph Air Force Base (AFB), in Universal City, Texas.
Salary ($108,001 - $140,403) based on experience.

Qualifications/Requirements
In this position you will turn stakeholder requirements into clear work the team can execute. You will manage the product backlog. You will write user stories with precise acceptance criteria. You will work with developers, architects, and process owners to ensure the team builds the right features. You will support the full agile life cycle from discovery through delivery.
Must be a U.S. Citizen
Must be able to obtain and maintain a current “Secret” Security clearance.
Must be able obtain and maintain Information Assurance Level II certification (e.g. Sec ) within 6 months of assigned duties.
Must be able to obtain and maintain an Air Force network license and network access.
Must be able to maintain expert knowledge of the Joint Technical Architecture and the Department of War (DoW) Architecture Framework.

- Knowledge of DoD HRM IT systems analysis, and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging application development methods and principles, the feasibility of proposed new systems and applications software projects. and to design, write, program, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
- Knowledge of and ability to apply standards and architectural principles of the Joint Technical Architecture and the DoD Architecture Framework (DoDAF).
- Knowledge of and ability to apply interoperability guidance of various engineering manuals and instructions.
- Ability to design, write, program, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the platform environment.
- Understanding core ServiceNow applications such as ITSM, HRSD, CSM, or Public Sector Digital Services. - Experience gathering requirements and translating them into platform configurations or custom development. - Experience managing a backlog and write user stories in tools such as ServiceNow, Azure DevOps, JIRA, or similar systems. - Experience in government, defense contracting, or large enterprise environments. - Understand agile delivery and know how to guide a team through sprints and releases.
