The Air Force Civilian Service (AFCS) is looking for a full-time Information Technology (IT) Specialist (SYSANALYSIS/PLCYPLN), GS-2210-12 to serve as IT Technical Advisor/Resource Planner to Headquarters, North American Aerospace Defense (NORAD) Command and the United States Northern Command (USNORTHCOM), Plans and Programs Division, Cyber Operations Directorate (J6), Peterson Space Force Base (SFB), Colorado.

Salary range: $91,870 – 119,434 based on experience.

In the position, you will serve as an Information Technology (IT) Specialist in support of the Information Technology Service Management IT Supplier Management which includes IT supplier and financial policy, planning, analysis, acquisition of IT hardware, software and services, and quality assurance of contracts. Facilitates in mission accomplishment throughout the Commands by remaining agile and responsive to definitively documented customer IT requirements which are then transformed into timely, high quality, best value IT service offerings with transparent cost structures. Promotes customer satisfaction through deliberate strategic engagements intended to clearly define both the utility and warranty expected of each IT service within the Enterprise Service Portfolio.

Qualifications/Requirements

  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information (SCI) clearance.
  • This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.
  • Knowledge of the laws, principles, policies, and practices of Information Technology (IT) acquisition, to include IT capital planning and acquisition regulations sufficient to render recommendations on acquisition and contracting of new or modified IT services to meet command requirements and provide business value to customers.
  • Knowledge of a wide range of IT Service Management (ITSM) best practices, principles, concepts, and methods.
  • Knowledge of the organization’s policy and planning formulation process along with its missions and objectives to prepare IT financial management policies and plans.
  • Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
  • Knowledge of Department of War (DoW) and Air Force quality assurance evaluator policy and procedures to provide government oversight of ITSM acquisition and contracting activities.
  • Knowledge of IT service cost elements and types to identify service valuation and total cost of ownership policy, standards, and plans.
  • Ability to analyze complexities of existing technology, initiate plans for enhancements, and provide management sufficient technical and cost analysis information to render informed judgments.
  • Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
  • Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  • Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
  • This position is designated as an Acquisition Position and is subject to the requirements of the Acquisition Professional Development Program (APDP). The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements for the position's designated career category within 24 months of assignment. Additionally, the employee must complete 80 Continuous Learning points every 24 months to maintain their acquisition credentials.
  • This is a KEY Position as defined by Department of Defense (DoD) Directive 1200.7. A Key Position is a federal role that cannot be left vacant during a war, national emergency, or mobilization without seriously impairing the agency's ability to function effectively. An offer of employment will not be extended to applicants who do not agree to this condition. While assigned to this position, the employee must be removed from the Ready Reserve and is prohibited from becoming a member.
  • In accordance with Department of Defense Instruction (DoDI) 3020-42, this position is designated as Mission Essential (ME). ME personnel perform a Mission Critical Function (MCF) that must continue without interruption during an emergency or hazardous weather. Individuals in this role are required to report for duty at their normal times even if the base is closed or has a delayed reporting schedule, and they must remain on duty during phased or early release periods.
  • The employee may be required to perform Battle Roster functions during exercises and real-world events. These duties can include assignments in various command centers such as the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), NORAD & USNORTHCOM Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), and the Joint Cyber Center (JCC). These responsibilities may require additional duty hours and could necessitate a physical or medical assessment for deployment to alternate, non-combat locations. This assessment is not a requirement for pre-employment.
  • Eligible for situational telework only, including Ad hoc, Emergency, or Office of Personnel Management (OPM) prescribed “Unscheduled” Telework. This eligibility is separate and distinct from the employee’s eligibility. A civilian employee’s telework arrangement may be terminated at the discretion of the supervisor or at the employee’s request.
