The primary purpose of this position is to serve as the center-level, senior subject matter expert, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of civilian personnel policy and programs across the Air Force Sustainment Center (AFSC). Leads projects and studies encompassing the Directorate of Personnel and the AFSC. Program oversight includes one or more of the following: Recruitment, Retention, Priority Placement Program, Voluntary Early Retirement Authority with Voluntary Separation Incentive Pay, Reduction in Force, Affirmative Employment, Classification, Employee and Labor Relations, Performance Management, and the AFSC Awards Program.
Additionally, the AcqDemo Program position serves as the Center level, senior subject matter expert (SME), responsible for researching, developing, and recommending new and innovative corporate policies, practices, and processes to manage over 17,000 civilian Acquisition Demonstration (AcqDemo) personnel across the Air Force Sustainment Center (AFSC). Specifically, the AFSC-level program manager will apply critical thinking to identify, consider, and present options in line with organization mission and program goals and objectives.

Requirements
- Obtain & maintain security clearance
- May be required to travel to perform temporary duty
- May have extended/other than normal duty hours
- Knowledge of a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employee performance and conduct issues, and other programs.
- Knowledge of advanced federal HRM principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
- Knowledge of organizational structures and functions across a major center or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals, and objectives.
- Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, effectiveness and making recommendations for enhancements and improvements.
