Air Force Nuclear Weapons Center (AFNWC) is currently seeking: one full-time Human Resources Specialist (Recruitment and Placement) 009379461M to work in the AFNWC Manpower and Personnel Directorate located at Kirtland AFB, New Mexico near Albuquerque, New Mexico. OPEN: 27 May 2026 CLOSE: 10 June 2026 The position may be designated as either NH-0201-02 Target NH-03 or NH-0201-03 under the Acquisition Demonstration (AcqDemo) project.
- NH-02 (GS-05 to GS-11 equivalent): 2026 salary range of $41,178 - $98,141, with Albuquerque-Santa Fe-Las Vegas, NM locality included
- NH-03 (GS-12 to GS-13 equivalent): 2026 salary range of $90,479 - $139,871, with Albuquerque-Santa Fe-Las Vegas, NM locality included The purpose of the position is to serve as a Human Resources (HR) Specialist (Recruitment & Placement) with responsibility for planning, developing and carrying out the full range of recruitment, placement, affirmative employment, and related management advisory services. SKILLS: 1. Strong background in human resources/staffing/processing personnel actions is highly desirable. 2. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques. 3. Knowledge of the provisions of a variety of public laws, Executive Orders, and Federal regulations regarding recruitment and placement, and affirmative employment. 4. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. 5. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems. 6. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems. 7. Ability to express ideas and concepts and communicate effectively orally and in writing. DUTIES:
- Provides recruitment and placement services to assigned directorates. The directorates are complex and dynamic and have a wide-range of professional, scientific, administrative and highly technical positions.
- Consults with managers and supervisors on a variety of difficult and complex technical issues or problems of a sensitive nature that concern all phases of hiring, priority placement, merit promotion, reduction in force, etc.
- Leads or participates in special initiatives, studies and projects. As a specialist, analyzes tasking, plans, oversees, reviews, consolidates and provides written reports and briefing outlining findings of special initiatives, studies and projects.
- Assists with performance management duties in both Acquisition Demonstration (AcqDemo) and Defense Performance Management Appraisal Program (DPMAP), utilizing the My Performance tool and CAS2Net systems. May lead or oversee the AcqDemo performance and evaluation program and provide assistance with CAS2Net system updates, etc.
- Prepares written correspondence and other documents. Writes a variety of documents to include items for newsletters, responses to Congressional inquiries, reports, special studies, presentations, metrics, etc.
- Ensures personnel actions are accurately submitted in the personnel system and Requests for Personnel Actions (RPAs) are submitted with appropriate documentation, attachments, nature of action, etc.
- Works closely with classification in submitting appropriate Position Descriptions (PDs) and Personnel Requirements Document (PRD) in the MyFSS system.
- Regularly meets with management and directorate HR points of contacts to discuss status of personnel actions, to stay informed of organizational issues/changes/requirements, new workloads, long-range personnel needs, problems encountered, and other matters that would impact recruitment and placement.
- Collects, analyzes, and assembles data; prepares reports/briefings for the AFNWC and external customers. Participates in creating/identifying/improving metrics for process improvement efforts. DESIRED SKILLS/EXPERTISE:
- Knowledge of a wide range of HR concepts, practices, laws, regulations, policies, and precedents related to employee and management relations, staffing, performance management, and classification.
- Proficiency in using Microsoft 365 applications including Word, Excel, PowerPoint, Outlook and Microsoft Teams.
- Knowledge of laws, executive orders, and regulations pertaining to personnel management, position classification, and position management
- A Bachelor’s Degree is highly desired. REQUIREMENTS FOR THE POSITION:

- For the NH-03 grade, at least one year of specialized Human Resources experience at the GS-11 level.
