The primary purpose of this position is to serve as Financial Management Specialist in the ABW Comptroller Squadron (CPTS) to accomplish various financial management services for the AFSC installation customer base, to include research and responding to complex and recurring civilian pay issues in a timely and efficient manner. Serves as a functional and technical manager for all finance-related requirements of the Civilian Payroll/ Timekeeping Program. Responsible for management of the Civilian Payroll/Timekeeping program to include local direction, implementation, oversight and administration of the program and related payroll systems. Acts as liaison for Base and Tenant organizations for accounting management purposes, which involve analyzing, researching and resolving problems for accuracy and appropriateness of computations including proper classification and recording of transactions by local timekeepers and DFAS from an organizational and legal standpoint. Provides technical direction and general accounting procedures regarding regulations and techniques concerned with the use and expenditure of public funds, as applied to civilian payroll/timekeeping. Provides expertise for all phases of civilian payroll/timekeeping including tracking, reporting and auditing of data in the Defense Civilian Payroll System (DCPS). Reviews, validates, approves and pays all actual expenses, long-term training, remissions and payroll claims. Reviews products to verify financial data and mathematical accuracy. Takes appropriate steps to correct any discrepancies and ensures payments are completed in a timely manner. Oversees Financial Management Audit Remediation (FIAR) in relation to the Civilian Payroll/Timekeeping program. Ensures timekeeper training is conducted in accordance with regulatory compliance. Conducts bi-weekly audits of payroll reports. Provides thorough analysis of program trends, customer interface and review of financial systems’ data, and initiates program improvement studies. Develops and implements improved internal controls and base-wide practices and procedures to maximize the efficiency and effectiveness of the Civilian Payroll/Timekeeping program. Knowledge of commonly used accounting and financial principles, practices, policies and procedures associated with aspects of financial management and program execution involving Civilian Payroll. 2. Knowledge of and technical skills in using various financial systems and software products to include DCPS, ATAAPS, GAFS, Remedy and all Microsoft applications. 3. Knowledge of regulations requiring the safeguarding of propriety information. 4. Analytical skills and ability to review financial data, computer data products, and reports generated from external and internal sources. 5. Organizational skills to appropriately prioritize and effectively manage multiple and/or competing requirements. 6. Ability to use judgment in interpreting guidelines, adapting procedures or in recommending approaches or solution to complex and recurring problems. 7. Ability to communicate effectively both orally and in writing to provide training and briefings that are well articulated, concise and informative and to be able to generate reports, memorandum, and briefing materials which are well organized and grammatically proper and are written at a level appropriate for the receiver.
