In this position you will serve as Government Information subject matter expert, in all Knowledge Operations areas to include researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of the FOIA, Privacy Act, Records Management and Publications/Forms base level programs. Program management and analysis includes one or more of the following: analyzing trends, data and metrics, briefing metrics and compliance status to leadership, training assigned managers.
Researching, analyzing, and evaluating data for response to information requests; assembling and reviewing proposed FOIA release packages; keeping abreast of recent developments in the field of disclosure, including recent court and department decisions, current legislative resolutions or problems encountered within the FOIA program; reviewing and analyzing appeals from denials of access to records requested under FOIA and recommending final agency decision on release/non-release of records; testifying on behalf of the agency with regard to FOIA cases and assisting Government attorneys in the litigation process; serving as liaison to external customers an recipients to clarify and resolve issues; or developing agency policy and procedures with regard to the administration of FOIA.
Develops, implements, maintains privacy policies and procedures through appointed personnel for the base and unit levels. Assists, guides and trains on incoming Privacy Act data requests. Provides guidance and advice on Federal privacy policy and processes. Evaluates confidential personal records that, if released, would constitute an unwarranted invasion of personal privacy. Evaluates the impact of the Privacy Act and regulations on the organization's activities. Coordinates with internal organizations, such as the agency's information technology security office. Represents the agency on issues related to the Privacy Act and other information privacy requirements. Assesses privacy risks associated with programs, operations, and technology. Ensures compliance with agency privacy program requirements. Develops educational training sessions on Privacy Act requirements. Reviews and evaluates the privacy program.
Manages Government Information legal by-law Programs: Guides and ensures proper procedures are utilized in the development and deployment of base level informal training courses for personnel on FOIA, Privacy Act, Records Management and Publications/Forms. Such Courses may include initial orientations; refresher, specialized training that includes action officers and individual user training.
Conducts Program Reviews: Evaluates Government Information program compliancy with Air Force Directives and public law.
Requirements
Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Requirements
- U.S. Citizenship
- Obtain & maintain a Security clearance
- The employee may be required to travel on military and commercial aircraft to perform temporary duty
- Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall. Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
- 1. Ability to research, analyze, interpret and apply Executive Orders 13526, Public Laws 105-26 (Kyl Amendment) and PL 106-65 (Lott Amendment), the Atomic Energy Act of 1954, the Freedom of lnformation Act, and the Privacy Act of 1974, as amended.
- 2. Skill in analyzing, researching, processing and finalizing simple/complex FOIA requests
- 3. Skill in analyzing, researching, processing and finalizing Personally Identifiable Information (PII) breaches
- 4. Skill in oral and written communications to prepare written reports, supplemental instructions, or to write and present briefings/training seminars to trainees and chiefs/directors/commanders.
- 5. Ability to meet and deal with public inquiries, legal agencies and supervision using a high degree of tact, confidentiality and diplomacy.
- 6. Skill in interpreting and making decisions regarding a variety of complex regulations and laws.
